How to Challenge Your Council Tax Band in Lewisham
Why Your Band Might Be Wrong
Council tax bands in England are based on what your property would have sold for on 1 April 1991. The Valuation Office Agency (VOA) set these bands in 1993, and many haven't been reviewed since. Changes to the property or significant changes in the local area can affect a band in limited circumstances; ask the VOA whether your specific circumstances qualify for a review.
Each band covers a price range. For Lewisham, Band D covers properties valued between £68,001 and £88,000 at 1991 prices. If your home was worth less than £68,001 in 1991 and you're in Band D, you're overpaying. If comparable neighbouring properties are in a lower band for the same type of house, that's a strong indicator.
Check Your Band for Free
Before challenging anything, verify your band and compare it against neighbours. The VOA's online service at gov.uk/council-tax-bands lets you look up any property's band by postcode. Check:
- Your own property's band
- Properties on your street that are similar in size and type
- Neighbouring streets with similar housing stock
If several comparable properties are in a lower band, you have the basis for a challenge. If they're all in the same band as yours, a challenge is unlikely to succeed — and carries the risk of your band being moved up instead.
How to Submit a Challenge
The challenge goes directly to the Valuation Office Agency, not to Lewisham Council. The council doesn't set bands and can't change them.
Step 1: Contact the VOA through their online service or by phone. You'll need to explain why you believe your band is wrong — typically because comparable properties nearby are in a lower band.
Step 2: The VOA reviews the evidence. They'll look at the property's characteristics as of 1 April 1991, compare it with similar properties, and check whether the banding is consistent.
Step 3: The VOA either agrees and changes the band, or disagrees and keeps it. If they change it, the new band applies from the date of the original valuation (for ongoing errors) or from the date of a relevant change. If they disagree, you can appeal to the Valuation Tribunal.
The entire process is free. You don't need to pay anyone to check your band or submit a challenge — the VOA portal is publicly accessible and the Valuation Tribunal charges no fees.

The Risk of a Band Increase
This is the part that stops most people. When you challenge your band, the VOA reviews it objectively. If they find your property has been under-banded — perhaps because of an extension or conversion that was never reported — they can move you up. You can't withdraw a challenge once the VOA has started reviewing it.
The risk is real but manageable. If every comparable property on your street is in the same band or higher, don't challenge. If several comparable properties are genuinely in a lower band, the evidence supports your case. If you're unsure whether you can withdraw or amend a challenge, ask the VOA before submitting it.
Band Challenges and Council Tax Reduction
Challenging your band doesn't reduce your council tax bill while the challenge is being processed. You must continue paying the full amount demanded. If the challenge succeeds and your band is lowered, Lewisham will recalculate your bill and issue a refund for the overpayment.
If you're also claiming CTR, a lower band means a lower gross liability and a smaller 25% minimum payment. Tell Lewisham when your band changes and check that your bill and CTR award have been recalculated.
Commercial Band-Challenge Firms
Several companies offer to challenge your band on a no-win, no-fee basis, typically taking 25–30% plus VAT of any refund. The official route through the VOA is free and uses the same process these firms use. The Lewisham Council Tax Reduction guide explains the free challenge route in detail alongside every other way to reduce your council tax bill.
