Kirklees Council Tax Reduction Taper Rate and Applicable Amount Explained

The taper rate is the mechanism that decides whether you get maximum Council Tax Reduction in Kirklees or something less. If your income exceeds the applicable amount — the government's baseline figure for what you need to live on — every extra pound costs you 20p in lost CTR.

What the Applicable Amount Is

Your applicable amount is a weekly figure that represents your household's basic needs. It's built from standard allowances that depend on your age, whether you're single or a couple, and whether anyone in the household has a disability or caring responsibility.

The components stack:

  • Personal allowance: a base amount for a single person or couple
  • Child premiums: additional amounts for each dependent child
  • Disability premiums: added if the claimant or partner receives qualifying disability benefits (PIP, DLA, ESA support component)
  • Carer premium: added if someone in the household receives Carer's Allowance
  • LCWRA/enhanced disability additions: for Universal Credit claimants with the health element

These figures are uprated annually and published in national regulations. The council doesn't set them — they're the same across England.

The 20% Taper Calculation

Once your applicable amount is set, the means test compares it against your assessed weekly income (after disregards — War Pensions, PIP, DLA, and Attendance Allowance are excluded).

If your income equals or is below your applicable amount, you receive the maximum CTR: 75% of your net Council Tax liability. The taper doesn't apply.

If your income exceeds your applicable amount, the excess is called surplus income. Kirklees deducts 20% of that surplus from your maximum weekly CTR award.

A worked example: your applicable amount is £150 per week and your assessed income is £200 per week. Surplus income is £50. The taper deduction is 20% of £50 = £10 per week. If your maximum weekly CTR is £27, the taper reduces it to £17.

Why Variable Income Makes This Complicated

For people on fixed wages, the calculation is stable. For variable-income households — agency workers, zero-hours contracts, self-employed — the assessed income changes every time you report a change, and the taper moves with it.

A good month pushes your surplus income up, increasing the taper deduction and reducing your CTR. A quiet month brings it back down. Kirklees recalculates when you report, and the adjustment flows through to your Council Tax account as an amended balance.

This creates a budgeting problem. Your monthly Council Tax payment changes whenever the taper changes, sometimes mid-payment cycle. The council issues an amended demand notice each time, redistributing the remaining balance across the months left in the financial year.

The Mandatory 25% on Top

The taper only affects the 75% of your bill that CTR can cover. The mandatory 25% minimum contribution applies regardless of income — even if the taper takes your CTR to zero, you still owe at least 25% of your full Council Tax charge.

So the total you pay each week is: 25% mandatory minimum + any taper reduction from the CTR portion. At low incomes with no surplus, you pay only the 25% minimum. As income rises, the taper eats into your CTR until you're paying the full bill.

How to Estimate Your Position

You can get a rough estimate through BetterOff Kirklees (betteroffkirklees.org.uk), which runs an eligibility calculator. For a more precise figure, you need to know your exact applicable amount — and that requires knowing which premiums apply to your household.

The decision notice from Kirklees breaks down your applicable amount, assessed income, surplus income, and taper deduction. If the numbers look wrong, request a detailed written explanation within 14 days.
