Kirklees Local Welfare Provision and Crisis Fund for Council Tax Hardship

When your Council Tax Reduction still leaves you short and you can't afford basics, Kirklees has a separate emergency safety net. The Local Welfare Provision (LWP) scheme provides short-term crisis grants — but it's not a Council Tax fund, and confusing the two is one of the most common mistakes residents make.

What the Local Welfare Provision Covers

The Kirklees LWP provides emergency help for residents in immediate financial crisis. The grants typically cover:

  • Food: emergency food parcels or supermarket vouchers
  • Fuel: pre-paid energy vouchers for gas and electricity
  • Essential household items: the Crisis and Resilience Fund can help with essential appliances and furniture, clothing, transport, and other essential living costs

These are one-off emergency grants, not ongoing support. They're designed to bridge a gap when you literally cannot afford to eat or heat your home this week.

Contact the LWP team directly: phone 01484 414782 (Monday to Friday, 10am to 1pm) or email [email protected].

What the LWP Cannot Do

The Local Welfare Provision cannot pay your Council Tax bill. This is the critical distinction. The fund is for immediate living essentials — food and fuel — not for clearing debts or covering regular outgoings.

Similarly, Discretionary Housing Payments (DHP) and Housing Payments (HP) from the Crisis and Resilience Fund are strictly for rental shortfalls. They cover gaps between your rent and your Housing Benefit or UC housing element. They cannot legally be used toward Council Tax.

If your problem is specifically that you can't afford the 25% mandatory minimum Council Tax payment after CTR, the LWP won't solve that directly. But it can help indirectly — if the fund covers your food and fuel for a week, that frees up cash you can put toward the Council Tax bill.

Section 13A Relief: The Actual Council Tax Hardship Route

The mechanism designed to reduce Council Tax further is Section 13A(1)(c) of the Local Government Finance Act 1992. Under this power, Kirklees Council can grant a discretionary reduction to your Council Tax liability in cases of exceptional hardship.

This is separate from both CTR and the LWP. To apply:

  1. Submit a written application to Kirklees Council explaining your exceptional circumstances
  2. Include comprehensive income and expenditure evidence — every pound in and every pound out
  3. Explain why you cannot meet the remaining Council Tax charge after CTR has been applied

Section 13A relief is genuinely discretionary. The council has no obligation to grant it, and awards are rare for general financial difficulty. They're more likely for sudden, severe changes — a bereavement, a house fire, a sudden disability — than for ongoing low income. But if your situation is extreme, it's worth applying.

How These Fit Together

Think of the support layers in order:

  1. Statutory discounts (Single Person Discount, Disabled Band Reduction, SMI disregard) reduce the base bill
  2. Council Tax Reduction covers up to 75% of the remaining bill for working-age residents
  3. Section 13A discretionary relief can reduce the remaining 25% in exceptional cases
  4. Local Welfare Provision helps with food and fuel when you're in immediate crisis — it doesn't touch the Council Tax bill itself

If you're behind on payments and facing enforcement action (reminders, final notices, court summons), the priority is to contact Kirklees Council Tax department to arrange a payment plan before costs escalate. For debt advice, contact StepChange (0800 138 1111), National Debtline (0808 808 4000), or Citizens Advice Kirklees (0808 278 7896). Breathing Space — a 60-day freeze on enforcement and interest — may be available through a debt adviser.

The Kirklees Council Tax Reduction guide covers the full support stack from CTR through Section 13A hardship relief, with contact details and application templates.
