Job-Related Second Home Council Tax Discount Scotland: Who Qualifies and How to Claim

If you maintain a second property in Scotland because your job requires it, you may qualify for a mandatory 50% council tax discount — and complete immunity from the second home premium. This relief is one of the strongest protections in Scottish council tax law, but it applies only to genuine employment-related situations.

Who Qualifies

Under the Council Tax (Discounts) (Scotland) Regulations 1992, a job-related dwelling discount applies when the terms of your employment require you to live in a specific property. Either the job-related property or the main home you maintain elsewhere receives the 50% discount.

The key condition: your employment must require you to live in a specific dwelling, and that living arrangement must be necessary for the performance of your duties.

Roles that typically qualify:

  • Armed forces personnel living in service accommodation while maintaining a family home
  • Clergy residing in tied manses or rectories
  • Live-in residential care staff required to sleep on-site as a condition of employment
  • Farm workers and estate managers in tied accommodation
  • Mobile healthcare staff on fixed training rotations who must reside near the placement

What Does Not Qualify

Ordinary commuting does not count. If you choose to live far from your workplace and rent a flat near the office for convenience, that is not a job-related dwelling — it is a personal choice. The requirement must come from your employer, not from your preference.

Similarly, self-employed people who choose to work from a second location are not covered. The relief targets employed workers whose contract or conditions of service mandate the living arrangement.

The Premium Shield

Beyond the 50% discount, the job-related dwelling classification carries a complete ban on any premium. No council in Scotland can apply a second home premium to a qualifying job-related dwelling, regardless of how high their local premium rate is.

This means even in an area charging a 200% or 300% premium on second homes, the job-related property pays half the standard rate — no premium surcharge at all.

Evidence You Need

Councils require specific documentation:

  • Employment contract showing the requirement to reside at or near the workplace
  • Employer confirmation letter explicitly stating the accommodation is job-related and necessary for duties
  • Proof of your main residence elsewhere — mortgage statements, utility bills, or a council tax bill showing you as liable at your primary home
  • Details of both properties — addresses, council tax reference numbers

Submit the application to the council where the second property is located. Each council has its own form or process — there is no standard national application.

Two Properties and the Discount

Where a job requires you to live in a specific dwelling while you maintain another home, the mandatory 50% discount can apply to either the job-related dwelling or the main home left elsewhere. Ask the council to assess which property meets the conditions.

The council's assessment affects the total household council tax bill, particularly if the properties are in different council areas.
