How to Apply for the NT Concession Scheme — 100 Point ID and Application Form
What You Need Before You Start
Applying to the NT Concession Scheme requires three things: proof of identity, proof you live in the NT, and proof you receive an eligible Commonwealth payment. The identity requirement uses a 100-point system split across two categories, and you need documents from both.
Category A — Identity documents:
- Australian birth certificate or passport: 70 points
- Approved Aboriginal Corporation ID with photo and date of birth: 60 points
- Foreign passport with VEVO visa confirmation or ImmiCard: 40 points
- Statutory declaration confirming identity (Aboriginal/Torres Strait Islander): 40 points
- Identity Verification Form for First Nations Territorians: 100 points
Category B — NT address and status documents:
- NT driver licence or Australian proof of age card: 40 points
- Centrelink concession card with reference number: 40 points
- DVA card: 40 points
- Council rates notice showing your name and address: 25 points
- Utility bill less than six months old: 25 points
- Lease agreement, tax assessment notice, or bank card: 25 points
You must include at least one document from each category, reach 100 points total, and provide at least one photo ID. A common combination: Australian passport (70 points from Category A) plus NT driver licence (40 points from Category B) gets you to 110 points.
The Application Steps
Step 1: Complete the membership form. Download the NTCS Membership Application Form from the NT Government portal, or fill it out online.
Step 2: Gather your 100-point ID pack. The scheme requires documents from both identity and NT address categories. Check the current application form for document-copy or certification instructions.
Step 3: Include your Centrelink or DVA card copy. This proves you receive a qualifying payment — Age Pension, Disability Support Pension, Carer Payment, Parenting Payment (Single), or an eligible DVA card.
Step 4: Submit. Online, by email to [email protected], by post to GPO Box 3970 Darwin NT 0800, or in person at any service centre.
Step 5: Wait for processing. The NTCRU takes about 20 working days to process a complete application. The published standard applies when all required documents are included.
After Approval — Claiming Your Rates Concession
Once your NTCS membership is confirmed, you need to register your property for council rates relief. Submit your current council rates notice, proof of rate payment (if you have already paid), and a completed Vendor Creation Form with your bank details.
If you paid the full rate bill before your concession came through, the NTCRU reimburses you directly. Going forward, they notify your council and the concession appears automatically on future rate notices — 62.5% of rates up to $200, plus a garbage credit that varies by council area.

Avoiding Common Rejections
Before submitting, check that your documents reach 100 points and include evidence of a current qualifying payment. If you are applying on behalf of a parent or someone else, you also need to include a "Choose Someone to Act on Your Behalf" authorisation form or registered Power of Attorney.
Our NT Pensioner Rates Concessions guide includes a printable 100-point ID worksheet that tallies your documents before submission, plus the full Vendor Creation Form walkthrough for getting your reimbursement.
