Apply for the NT Concession on Behalf of a Parent — Third-Party and Family Helper Rules
You Can't Just Submit the Form on Their Behalf
Adult children managing a parent's finances hit this wall quickly: even if you have all the documents ready and your parent clearly qualifies, the NT Concession and Recognition Unit won't process an application from someone who isn't the applicant unless there's a formal authorisation on file.
The NTCRU requires one of two things before a third party can act on a member's behalf:
"Choose Someone to Act on Your Behalf" authorisation form — your parent signs this form, naming you as their representative. It's submitted alongside the NTCS membership application and gives you the authority to communicate with the NTCRU, submit documentation, and manage the property registration.
Registered Power of Attorney — if your parent has already granted you a general or enduring Power of Attorney under NT law, a certified copy submitted to the NTCRU establishes your authority. This is the necessary path when your parent has dementia or a cognitive impairment that prevents them from signing the authorisation form themselves.
You should never share your parent's online portal login credentials or password with anyone, including yourself. The formal authorisation route is the one the NTCRU recognises and protects.
What You'll Need to Gather
Even with authorisation, the application still needs to be in your parent's name. You're assembling and submitting the documents — they're the applicant. The standard checklist applies:
- NTCS Membership Application Form — completed with your parent's details
- 100 points of ID — at least one Category A (identity) document and one Category B (address) document, including photo ID. An Australian passport or birth certificate (70 points) plus an NT driver's licence or Centrelink card (40 points) is the most common combination.
- Qualifying Centrelink or DVA card — Age Pension, Disability Support Pension, Carer Payment, or an eligible DVA card
- Current council rate notice — showing your parent's name and the property address
- The authorisation form or Power of Attorney — the piece that lets you submit everything
If your parent has already paid the current year's rates, add the payment receipt and a completed Vendor Creation Form with their bank account details to claim the reimbursement.
Managing It from Interstate
A substantial portion of family helpers live in a different state or territory. The good news is the entire NTCS application can be handled remotely:
- Email: send signed documents to
[email protected] - Post: mail to GPO Box 3970, Darwin NT 0800
- Phone queries: 1800 777 704
You don't need to visit a Territory Service Centre in person. Email signed documents, and confirm document-format requirements with the NTCRU before sending ID copies.
For ongoing management — annual renewals, change-of-address notifications, missing credit queries — the third-party authorisation stays on file. You don't need to resubmit it each year.

When Your Parent Is in Hospital or Respite Care
A temporary absence for medical treatment or respite care doesn't automatically cancel the concession. As long as the property remains your parent's principal place of residence and isn't being leased to someone else, the rates concession continues.
If the property stops being your parent's principal residence, notify the NTCRU; the concession requires the property to remain their principal residence. For estate and probate questions after a parent's death, see bereavementstartguide.com.
Getting Help With the Process
If you'd rather have someone walk you through the paperwork, COTA NT (Council on the Ageing NT) is an official Member Assist Agent for the NTCS. Their freecall number is 1800 441 489. They can help both the applicant and authorised family members.
The NT Pensioner Rates Concession Guide includes the full third-party authorisation process, the 100-point ID table, and a renewal calendar to track any manual renewal declaration the NTCRU sends and its due date.
