Carer Concession Northern Territory — Rates Help for Carers in the NT
Which Carers Qualify — And Which Don't
The NT Concession Scheme provides the same rates relief to eligible carers as it does to age pensioners: up to $200 off annual council rates plus the local garbage concession. But the eligibility line for carers is narrower than many expect.
To qualify through a caring role, you must actively receive Carer Payment from Centrelink. This is the income- and assets-tested payment for people who provide constant care to someone with a severe disability, medical condition, or who is frail aged. It's means-tested, and Centrelink assesses it based on your income, assets, and the care recipient's care needs.
Carer Allowance alone does not qualify you. Carer Allowance is a non-means-tested supplement paid on top of another income support payment or alongside employment income. It recognises the additional daily care burden, but it isn't an eligible NTCS qualifying payment. Holding a Carer Allowance card without also receiving Carer Payment (or another qualifying payment like the Age Pension or Disability Support Pension) means you don't meet the NTCS entry criteria for rate concessions.
This distinction catches a lot of carers off guard. If you receive Carer Allowance but not Carer Payment, you're not locked out of all rate help — but you'll need to go through your local council's financial hardship pathway rather than the Territory-level concession scheme.
Unpaid Carers Without Any Centrelink Payment
Many Territorians provide daily care to a family member without receiving any Centrelink payment. They may not have applied for Carer Payment, may not meet the income or assets thresholds, or may be caring for someone whose condition doesn't meet Centrelink's care needs assessment.
Unpaid care by itself does not qualify someone for the NTCS. An unpaid carer may still qualify through another eligible Centrelink payment or a qualifying DVA card; without either, the scheme has no separate eligibility route for informal care alone.
What's available instead:
- Council financial hardship — every NT council has a hardship policy under the Local Government Act 2019 (NT). If you're an owner-occupier and can demonstrate financial hardship through income and expense documentation, you can apply for payment plans, interest waivers, or in some cases rate reductions or deferrals. Darwin, Alice Springs, Palmerston, and Litchfield all have formal application processes.
- Services Australia Financial Information Service (FIS) — free, impartial guidance on Centrelink payment eligibility. Call 132 300. If you're caring full-time and haven't applied for Carer Payment because you assumed you wouldn't qualify, FIS can assess whether it's worth applying.
- Carers NT — provides advocacy and administrative support for both formal and informal carers, including help navigating government benefit applications.
If You Do Qualify — How to Apply
Carers who receive Carer Payment apply for the NTCS the same way as any other eligible member:
- Complete the NTCS Membership Application Form (online, email, post, or in person at a Territory Service Centre)
- Provide 100 points of ID — at least one document from Category A (identity) and one from Category B (address/status), including photo ID
- Include a copy of your Centrelink Carer Payment card or concession card
- Submit your current council rate notice showing the property address
Processing takes approximately 20 working days. Once approved, the NTCRU registers your property with your local council and the concession is applied to future rate notices automatically.
If you've already paid the current year's rates, submit the paid notice with a Vendor Creation Form (available from the NTCRU) to claim a direct bank reimbursement.
The NT Pensioner Rates Concession Guide covers the full eligibility framework, the application checklist, and the council hardship pathways for carers who don't meet the NTCS threshold.
