Housing Benefit and Council Tax Reduction in North Northamptonshire
Housing Benefit and Council Tax Reduction both help with housing costs, but they cover completely different bills. Housing Benefit pays towards your rent. Council Tax Reduction lowers your council tax bill. In North Northamptonshire, both are administered by the same council — but they are separate schemes with separate rules, and whether you need to apply for them separately depends on which benefits you receive.
Legacy Benefits: One Application, Two Awards
If you're still on legacy benefits (Income Support, income-based Jobseeker's Allowance, or income-related Employment and Support Allowance) and haven't yet migrated to Universal Credit, you can apply for Housing Benefit and Council Tax Reduction through a single NNC application form. The council assesses both claims from the same set of evidence — your income, capital, household details — and issues two separate awards.
If you're currently receiving Housing Benefit, follow any migration notice from the DWP and check with NNC how the change affects your Housing Benefit and Council Tax Reduction records.
Universal Credit: Housing Costs Are Built In, Council Tax Is Not
This is where the confusion sits. Universal Credit includes a housing costs element that replaces Housing Benefit for most working-age tenants. So if you're on UC, the DWP handles your rent support — you don't apply to the council for Housing Benefit.
But Universal Credit does not cover council tax at all. Not a penny. You must apply to North Northamptonshire Council separately for Council Tax Reduction. The council's online portal at northnorthants.gov.uk is where you submit that application. Telling the DWP about your circumstances doesn't create a council tax reduction claim — it must be done directly with NNC.
This gap can leave UC claimants with arrears when they assume UC covers council tax and do not submit a separate application.
How the Two Schemes Interact
Housing Benefit and Council Tax Reduction use similar means-testing frameworks — they look at your income, applicable amounts, capital, and non-dependant deductions. But they're calculated independently. Getting a full Housing Benefit award doesn't guarantee maximum Council Tax Reduction, especially in North Northamptonshire where working-age CTR is capped at 75% of your bill.
When the council assesses your Council Tax Reduction, it excludes the housing element of your Universal Credit from the income calculation. This prevents your rent support from being double-counted as disposable income. Similarly, child benefit and the disability components of PIP, DLA, and Attendance Allowance are fully disregarded in both assessments.

Capital Rules Apply to Both
Capital rules for Housing Benefit, Universal Credit, and Council Tax Reduction are not interchangeable. North Northamptonshire's working-age CTR scheme disregards capital below £6,000, adds £1 a week for every £250 (or part) above £6,000, and excludes applicants whose capital exceeds £16,000. Check with NNC or DWP which capital rules apply to your Housing Benefit or Universal Credit claim.
What to Do If You're Being Migrated to UC
When you receive a DWP migration notice moving you from Housing Benefit to Universal Credit, follow the instructions and confirm with NNC how the change affects your Housing Benefit. Some supported or temporary accommodation is treated differently, so check your notice and ask NNC or DWP before assuming which scheme pays the rent. Your Council Tax Reduction claim with NNC is separate from UC; NNC receives UC Data Views and can reassess your CTR using the new award information.
Report the migration to NNC directly, even though the DWP sends automated data views. This ensures your CTR claim is updated promptly and you don't accumulate an overpayment during the transition.
The North Northamptonshire Council Tax Reduction guide explains how to manage both claims alongside Universal Credit and includes an evidence checklist that covers everything the council needs for a CTR application.
