Highland, Dundee, Fife and Aberdeen Council Tax Reduction: How to Apply
Same Rules, Different Portals
Scotland's Council Tax Reduction scheme is national — the same eligibility criteria, savings limits, taper rates, and appeal rights apply whether you live in Inverness, Dundee, Kirkcaldy, or Aberdeen. What varies is how each council receives your application and handles the paperwork.
Highland Council
Highland Council integrates a "Better Off Calculator" directly into its website, letting you estimate your entitlement before you apply. The council also operates an "Apply Once" digital form that lets residents apply for CTR and local discretionary funds (Scottish Welfare Fund Crisis Grants, Community Care Grants) in a single submission.
Support is available through the Operations Team phone service for people who need help completing the form. Rural Highland residents on private water supplies should check their specific water billing arrangements — unmetered water and sewerage charge details can be harder to find in council documentation for rural and island properties.
Dundee City Council
Dundee accepts CTR applications online through its customer portal. The council processes applications in order of receipt, with a target of 14 to 28 days for complete claims. Dundee's contact centre can take claims by phone for applicants who can't use the online system.
Make sure you're submitting to the benefits team, not the general council tax payments section — these are separate departments at Dundee City Council.

Fife Council
Fife Council handles CTR through its online benefits portal. Fife is Scotland's third-largest council area by population, and processing times can stretch during peak periods. Submit a complete application with all evidence at once rather than filing in stages.
Fife's council tax bills include Scottish Water charges, and if you qualify for CTR, the Water Charges Reduction Scheme (WCRS) discount of up to 35% on water and sewerage should be applied automatically. Check your revised bill to confirm both the CTR and the WCRS discount appear.
Aberdeen City Council
Aberdeen City Council accepts online applications and provides phone support for vulnerable applicants. The evidence requirements are standard across Scotland: identity documents, proof of address, income verification, bank statements for all accounts, and benefit award letters.
Aberdeen uses the national evidence verification standards, so DWP and HMRC data feeds can reduce the number of documents you need to provide manually — but don't assume the council has everything. Check whether they've asked for additional evidence and respond promptly.
Evidence and Deadlines That Apply Everywhere
Whichever council you're applying to:
- Submit within one month of your UC claim if you ticked the CTR box during your Universal Credit application
- Report changes within one month of them happening — telling the DWP doesn't count
- Keep copies of everything you upload or post
- Note the date you submitted — your CTR starts from the Monday after the council receives a complete application
