Glasgow Council Tax Reduction: How to Apply and What You Need
How Glasgow Handles CTR Applications
Glasgow City Council processes Council Tax Reduction (CTR) claims through its online benefits portal. The same national Scottish rules apply — SSI 2021/249 for working-age and SSI 2012/319 for pension-age — but the application itself goes through Glasgow's own system.
You can apply:
- Online through Glasgow City Council's website (the most common route)
- By phone through the council's customer contact centre
- By paper form collected from or posted by council offices
Glasgow uses dedicated Housing Benefit and CTR contact forms alongside document submission links. You'll navigate separate channels for benefit inquiries and council tax billing accounts, which can be confusing — make sure you're in the benefits section, not the general council tax payments area.
What Evidence Glasgow Needs
Glasgow follows the same national evidence requirements, but you'll be uploading or posting documents directly to the council. Have these ready before you start:
- Photo ID: passport, UK driving licence, or birth certificate
- Proof of address: your tenancy agreement, council tax bill, or mortgage statement
- Income proof: five consecutive weekly payslips, two monthly payslips, or a P60. If you're self-employed, you'll need audited accounts or an HMRC tax assessment
- Universal Credit statement: download the full breakdown from your UC online journal showing your maximum amount, earnings, and deductions
- Bank statements: two consecutive months for every account you hold (current, savings, ISAs)
- Student status: a certificate from your university or college if you're a full-time student in the household
Missing a single document can stall your application. Typical local-authority processing targets range from 14 to 28 days for complete applications, but delays happen during peak periods (April billing, UC migration waves).
Protecting Your Claim Date
Your CTR starts from the Monday after Glasgow receives your completed application. If you contact the council first (by phone or online) to say you intend to apply, and then submit the full form within one calendar month, the claim date relates back to that initial contact.
If you've also just applied for Universal Credit and ticked the CTR notification box, don't rely on the DWP data feed alone. Submit Glasgow's own application separately to lock in your start date.

What to Expect After You Apply
Glasgow will send a formal CTR decision notice once they've assessed your claim. This notice must include your weekly award amount, the financial breakdown (applicable amount, countable income, any non-dependant deductions), and your revised council tax bill.
If you disagree with the decision, you have two calendar months from the notice date to request an internal review. Glasgow must respond within two months. If the review outcome is still wrong, you can appeal to the First-tier Tribunal for Scotland (Local Taxation Chamber) within 42 calendar days.
