Ealing Council Tax Reduction and Universal Credit: What You Need to Know

Universal Credit Does Not Cover Your Council Tax

This is the single most expensive misconception for Ealing residents on low incomes. When the DWP awards you Universal Credit, it does not automatically add local Council Tax Reduction to your award. The two are separate systems run by separate bodies — the DWP handles UC, while Ealing Council runs its own local CTR scheme.

If you do not request CTR, either through the option during a UC application or directly from Ealing Council, you owe the full council tax bill regardless of your Universal Credit status. And because Ealing does not backdate working-age CTR claims, every week you spend assuming it's handled automatically is support permanently lost.

How UC Affects Your Income Calculation

When Ealing assesses your CTR, your Universal Credit payment itself is fully disregarded. It doesn't count toward the weekly income that determines your band. The same applies to Child Benefit, PIP, and DLA.

What does count is your earned income — wages, self-employment profits, and other non-benefit income. Here's where UC claimants get a worse deal than non-UC applicants: Ealing does not apply the £38.54 weekly earnings disregard to UC recipients. The council's rationale is that the DWP already applies work allowances when calculating your UC payment, so adding a local disregard on top would be double-counting.

In practice, this means a UC claimant earning £170/week has all £170 counted as income for band placement, while a non-UC lone parent earning the same amount has only £131.46 counted after the £38.54 disregard. The UC claimant lands in Band 2 (60% award if non-protected); the non-UC claimant might stay in Band 1 (80% award).

Protected Status Through UC Elements

Your UC award letter can unlock protected status — the difference between a maximum 80% and a maximum 100% reduction. You qualify if your UC includes:

  • The Limited Capability for Work (LCW) or Limited Capability for Work and Work-Related Activity (LCWRA) element
  • A disabled child element
  • A carer element

Check your latest UC statement online. If any of these elements appear, make sure Ealing Council has this on file. Protected status at Band 1 means you pay nothing; without it, you're paying 20% of your bill even on zero additional income.

The Application Process for UC Claimants

When applying for UC, you may be asked if you want to claim a council tax reduction. If you did not select that option, go to Ealing's My Account portal at ealing.gov.uk and complete the "Apply for housing benefit and council tax reduction" form. You'll need your full UC statement showing all awarded elements and net earnings deductions, plus the standard evidence — bank statements, ID, and proof of address.

Your CTR claim date can align with your UC claim date, but only if you submit the CTR application within one month of your UC award notification. Miss that window and your CTR starts from whenever you actually apply.

When Your UC Amount Changes

Variable earnings are common among UC claimants, and Ealing adjusts your CTR automatically through data feeds from the DWP. If your monthly earnings rise and push you into a higher income band, your CTR drops — and your remaining council tax instalments increase. The reverse happens when earnings fall.

This automation means less paperwork, but it also means your council tax bill can shift without warning. Keep your payslips and check your council tax account regularly so a surprise adjustment doesn't become a missed payment.

If you think the council has used the wrong income figure after a reassessment, you have one month from the decision notice date to request a review.

The Ealing Council Tax Reduction guide covers the full UC-specific rules, including how to check your statement for protected elements and what to do if your award changes mid-year.
