Disability and Carer Council Tax Reductions in North Northamptonshire
Three Separate Reliefs — and They Can Stack
Disabled residents and carers in North Northamptonshire can access multiple council tax reliefs that interact with each other. Understanding which ones you qualify for — and the order they're applied — can make a significant difference to your bill.
The three main reliefs are the Disabled Band Reduction, the Severe Mental Impairment (SMI) disregard or exemption, and the Carer Disregard. All three are statutory (set by national law) and non-means-tested. They're applied before Council Tax Reduction is calculated, which means they reduce the base figure that NNC's 75% cap applies to.
Disabled Band Reduction
If your home has been adapted or has features essential for a disabled resident's needs — such as a room used predominantly for the disabled person, an extra bathroom or kitchen required by the disability, or sufficient floor space for wheelchair use — the property's council tax band drops by one level.
A Band C property is charged at Band B rates. A Band A property drops to a special Band A(D) rate — effectively two-ninths below Band A.
This reduction applies to the property, not the person. You need to apply to NNC, providing evidence of the adaptation or feature. It's completely separate from whether you claim CTR, and it's non-means-tested — your income and savings don't matter.
Severe Mental Impairment (SMI) Discount
A person certified by a GP as severely mentally impaired — with a severe, permanent impairment of intelligence and social functioning (typically conditions like dementia, severe learning difficulties, or brain injury) — is "disregarded" for council tax counting purposes. They also need to be receiving a qualifying benefit: PIP daily living component, Attendance Allowance, ESA (support component), or certain other disability benefits.
The practical effects:
- If everyone in the property is SMI-disregarded, the property qualifies for a complete Class U exemption — zero council tax
- If the SMI person lives with one other non-disregarded adult, the household qualifies for the 25% Single Person Discount on top of any CTR
NNC requires a medical certificate from the GP and proof of the qualifying benefit. Apply through the council tax section of northnorthants.gov.uk.

Carer Disregard
If someone in your household provides care for at least 35 hours per week to a person receiving PIP daily living (either rate), Attendance Allowance, or DLA care (middle or highest rate), that carer is disregarded for council tax counting purposes. The carer can't be the disabled person's spouse or partner, and can't be under 18.
The main benefit: if the carer is disregarded and only one other non-disregarded adult remains in the property, the household qualifies for the 25% Single Person Discount.
How They Interact With Council Tax Reduction
These reliefs are applied in a strict order:
- Disabled Band Reduction lowers the gross annual liability
- SMI exemption or disregard (plus carer disregard) can trigger the Single Person Discount, reducing the bill by a further 25%
- Council Tax Reduction is then calculated on the remaining net liability, up to the 75% cap
Each layer reduces the base figure for the next. A disabled resident in a Band C property with an SMI disregard and a carer could end up paying CTR on a Band B bill with a 25% Single Person Discount already applied — significantly less than the starting point.
The PIP Non-Dependant Deduction Waiver
If you receive PIP daily living component and have a non-dependant adult living with you (an adult child, friend, or sibling), the standard non-dependant deduction that would normally reduce your CTR is completely waived. This is a substantial benefit — those deductions can otherwise cut your award by several pounds per week depending on the non-dependant's income.
The same waiver applies if you or your partner receive Attendance Allowance.
Important: The 25% Minimum Still Applies
None of these disability or carer reliefs override the standard working-age scheme's 25% minimum payment. They reduce the bill that the 25% is calculated on. A separate Section 13A discretionary reduction, including NNC's care-leaver discount for eligible residents aged 18 to 20, can reduce the remaining liability further.
