Coventry Council Tax Reduction Eligibility: Who Qualifies in 2026
The Basic Requirements
To qualify for Council Tax Reduction in Coventry, you need to tick three boxes:
- You're liable for council tax on a property within Coventry City Council's billing boundary
- That property is your sole or main residence
- Your household passes the financial means test
A Coventry postcode doesn't automatically mean Coventry is your billing authority. Properties near the boundary with Warwickshire, Nuneaton and Bedworth, or Warwick District can fall under a neighbouring council. If you're unsure, verify through the Coventry property register or call the council directly.
Income Limits and the Banding Threshold
Coventry doesn't have a single hard income limit that cuts you off. Instead, the scheme compares your total household income against your applicable amount — the baseline the government sets for your household size and composition. The gap between the two is your "excess income," which determines your support band.
If your excess income exceeds £80 per week, you fall into Band 5 and receive nothing. Below that threshold, you get support ranging from 20% to 80% of your net council tax liability, depending on which of the five bands you land in.
There's no fixed income figure that disqualifies everyone, because applicable amounts vary. A lone parent with children has a higher applicable amount than a single adult, which means they can earn more and still qualify.
Capital and Savings
If your household's countable capital exceeds £16,000, you're excluded from the scheme. Personal injury compensation held in trust and statutory redress payments are excluded from the capital assessment.
Capital below £6,000 is fully ignored. Between £6,000 and £16,000, a notional "tariff income" is added to your weekly income calculation, potentially pushing you into a higher band.

Who Gets Special Treatment
Certain household types receive structural advantages through higher earnings disregards and enhanced applicable amounts:
- Lone parents receive a £41 weekly earnings disregard (compared to £8 for a single adult)
- Disabled residents and carers receive a £33 weekly disregard plus an enhanced applicable amount
- War pension recipients have their service-related pensions fully disregarded from income calculations
These adjustments don't guarantee a higher band — they just reduce your assessed income, making it more likely you'll land in a lower-excess band with more support.
Who's Excluded
Some groups cannot claim Council Tax Support regardless of income:
- People with savings over £16,000 — automatic disqualification
- Most full-time students — generally exempt from council tax liability itself (so CTR is irrelevant), unless living with a non-student working-age partner, in which case eligibility is restricted to those receiving qualifying disability benefits or caring for a child
- People with No Recourse to Public Funds — Council Tax Support is classified as a public fund under immigration law, so anyone with an NRPF visa condition is excluded
- Non-UK nationals without a qualifying right to reside — applicants must pass the Habitual Residence Test
Mixed-Age Couples
If one of you has reached state pension age and the other hasn't, you're assessed under the working-age scheme rules if your household receives Universal Credit. This means the 80% maximum award cap and the income-banding model apply to you, not the more generous pension-age national rules. You won't move to the pension-age scheme until both partners independently reach pension credit qualifying age.
Temporary Absences
You can continue receiving Council Tax Support if you're temporarily away from your Coventry home — provided the absence is under 13 weeks for domestic travel within Great Britain, or under 4 weeks for travel outside Great Britain, and you intend to return.
