Coventry Council Tax Change of Circumstances: What to Report

The 21-Day Reporting Rule

If you're receiving Council Tax Support in Coventry, you have a legal duty to report any change in your household circumstances within 21 days of it happening. This isn't optional — it's a statutory requirement.

Fail to report within the deadline and you risk a £70 financial penalty, termination of your Council Tax Support award, and in serious cases, prosecution. The council also runs data-matching exercises that flag unreported changes, so delayed reporting often gets caught.

Reporting to the DWP Does Not Count

This is where many people trip up. If you're on Universal Credit and report a change to the DWP, that notification does not reach Coventry City Council's benefits team. The two systems are completely separate.

The council does receive automated DWP data feeds about your UC award, which can trigger a reassessment of your existing claim. But if the change is something the DWP doesn't know about — like another adult moving into your home — it's your responsibility to tell the council directly.

What Must Be Reported

Any change that could affect your entitlement needs reporting. The main categories:

Income changes:

  • Pay rise, pay cut, or change in working hours
  • Starting or leaving a job
  • Changes to your Universal Credit award or assessment period
  • Starting or stopping self-employment
  • New benefit awards or benefit changes (PIP, ESA, Carer's Allowance)

Household changes:

  • A partner moving in or out
  • A non-dependant adult (aged 18+) moving in, moving out, or changing income
  • A child leaving or joining the household
  • A household member reaching state pension age

Financial changes:

  • Savings or capital crossing the £6,000 or £16,000 thresholds
  • Receiving a lump sum (inheritance, redundancy pay, compensation)
  • A property sale or purchase

Address or liability changes:

  • Moving home (even within Coventry)
  • A change in who is liable for council tax at your address

How to Report

Submit the report using the dedicated online form: "Report a Change in Circumstances for Existing Housing Benefit / Council Tax Support" on coventry.gov.uk. For help using the form, call the Benefits Helpline on 024 7683 1800.

Report as soon as the change happens. Don't wait until the 21-day deadline. Earlier reporting means your award is adjusted sooner, reducing the risk of an overpayment that you'd need to repay.

What Happens After You Report

The council recalculates your Council Tax Support based on the updated information. If the change puts you in a higher income band, your support drops and you'll get a revised demand notice showing the increased balance. If the change reduces your income, your support increases and the balance falls.

If the reassessment reveals you were overpaid — typically because a change wasn't reported promptly — the council creates an "excess reduction." The overpaid support is reversed on your council tax account, increasing your outstanding balance. You may be able to negotiate an extended repayment plan if the revised bill creates hardship.

For a printable change tracker that logs what to report and when, the Coventry Council Tax Reduction guide includes one designed specifically for Coventry's reporting requirements.
