Council Tax Single Person Discount Review — How to Respond
What the review letter means
Councils routinely review single person discount claims by cross-referencing your address against credit reference agency (CRA) data. The review is usually outsourced to NEC Software Solutions (formerly Northgate) or Civica, which run automated checks comparing your council tax records with Experian, Equifax or TransUnion credit files.
If the check finds another adult linked to your address — someone with a credit file, electoral registration or financial product registered there — the council sends a review letter asking you to confirm that you still qualify.
This is not an accusation. Credit data is frequently outdated. A former partner's old credit card, an adult child's student loan registered to a home address, or a previous tenant's financial footprint can all trigger a review.
The deadline
Review letters typically give you 14 to 21 days to respond. The exact deadline is printed on the letter. If you do not respond within the window, the council can cancel your discount and backdate the full charge to the date it suspects a second adult moved in — potentially generating a large unexpected bill.
Respond on time, even if you need to follow up with additional evidence later. If you do not respond, the council may cancel the discount.
How to respond
Most review letters include a link to an online portal (NEC or Civica branded) or a paper form. The response typically asks:
- Do you still live alone? Confirm yes, and list any other adults in the property alongside their disregard status.
- Who is the person on the credit data? Explain the credit file link — a former partner who no longer lives there, an adult child at university, a previous tenant you have never met.
- Supporting evidence. Attach or post documents that confirm your household composition.

Common scenarios and what to send
Former partner's credit footprint: If an ex-partner's credit file is still linked to your address, provide their new address (new tenancy or utility bill in their name), evidence of your separation (a solicitor's letter, court order or signed declaration) and your own sole-name utility bills.
Adult child at university: Your child may have student loans, a bank account or their electoral registration still showing your address. Send a copy of their university student certificate confirming full-time enrolment (universities are legally required to issue these). A disregarded full-time student does not affect your single person discount.
Previous tenant: If a former tenant's credit data is linked to your home, provide your tenancy agreement or mortgage showing sole occupancy and, if possible, the date the previous tenant left (your landlord or letting agent may have this).
Someone who has genuinely moved in: If another adult has moved in and they are not disregarded, you must cancel the discount. Failing to report the change within 21 days without a reasonable excuse can result in a £70 civil penalty; a further £280 penalty may apply if you fail to comply with a secondary formal written request for information.
What happens if the discount is cancelled
If the council cancels your discount and you disagree with the decision, you have the right to serve a Section 16 grievance under the Local Government Finance Act 1992. The council then has two months to reconsider. If it does not reinstate the discount, you can appeal free to the Valuation Tribunal for England.
Do not ignore a cancellation notice — the backdated full charge will be added to your account and can escalate to enforcement if unpaid, even while you dispute the decision. Pay the increased amount while you challenge, then reclaim it if the appeal succeeds.
