$0 Wales Council Tax Reduction Claim Checklist

Council Tax Reduction by Local Authority in Wales — Where and How to Apply

Every Welsh council uses the same national Council Tax Reduction Scheme — but applying still means contacting the right council in the right way. Councils offer different combinations of online claims, paper forms, phone support, and assisted applications. If you are searching for how to claim in your specific area, the national rules apply across all 22 local authorities but the practical steps differ.

Wales Has One National Scheme — Not 22 Different Ones

Unlike England, where each council designs its own support scheme with varying caps and eligibility rules, the Welsh Government prescribes a single national scheme under SI 2013/3029, updated each April. Every Welsh billing authority must offer up to 100% reduction for qualifying households, whether working age or pension age. The same 20% income taper applies nationwide, with national capital rules: a £6,000 lower threshold for working-age claimants, £10,000 for pension-age claimants who do not receive Pension Credit Guarantee Credit, and a £16,000 upper cut-off except for Pension Credit Guarantee Credit recipients. Applicable amounts are also set nationally, although they depend on age and household circumstances.

What this means for you: once you know you qualify (check our full eligibility guide), check your council's current application route.

How to Apply in Each Welsh Council Area

The 22 Welsh billing authorities use different combinations of online, paper, telephone, and assisted application routes. Check your council's Council Tax Reduction page for its current instructions.

Online Applications and Initial Steps

Examples of councils with an online claim or initial step include:

  • Cardiff — online application through the Cardiff Council website, with online evidence upload
  • Swansea — online Notice of Intention to Claim; return the council's claim form within one month to protect the initial claim date
  • Newport — a short online form is available if you receive Universal Credit or Pension Credit Guarantee Credit; contact the council for a full application form if you do not
  • Rhondda Cynon Taf — online Council Tax Reduction application; you can request an application form by phone
  • Bridgend — online claim through the My Account portal
  • Caerphilly — online form through the council's benefits pages
  • Neath Port Talbot — online application; you can request a paper form by phone
  • Flintshire — online Housing Benefit and Council Tax Reduction application form

Online and Other Routes

Some councils also offer paper forms, telephone help, or assisted application support:

  • Carmarthenshire — application form available online; the council requires original supporting documents, so contact it if you cannot provide them
  • Pembrokeshire — check the council's Benefits page for the current application form and submission instructions
  • Vale of Glamorgan — online claim form, with a paper copy available by contacting the Benefits team
  • Conwy — online claim form or paper form; telephone help is available
  • Denbighshire — online claim form; use the council's Benefits and Grants page for current instructions
  • Torfaen — online claim through the shared Torfaen and Monmouthshire benefits service; phone and in-person help are also available
  • Monmouthshire — online claim through the shared Torfaen and Monmouthshire benefits service; phone and in-person help are also available
  • Wrexham — email the Housing Benefits team to request a Council Tax Reduction application form; appointments can be arranged through Contact Wrexham

Online Applications with Phone or Assisted Support

These councils also provide phone or assisted support for applications:

  • Gwynedd — online claim form; contact the Benefits team for a paper form or help completing the online form
  • Anglesey (Isle of Anglesey / Ynys Môn) — online or telephone application, with appointments and assisted applications through Contact Môn and partner organisations, including the J E O'Toole Centre in Holyhead and local Citizens Advice offices
  • Ceredigion — online claim form; paper forms are also available, and the Benefits office can help by phone or email
  • Powys — online claim form is the quickest route; phone help and face-to-face appointments are available
  • Merthyr Tydfil — apply through the online benefits service; contact the Benefits Section by phone for help
  • Blaenau Gwent — online Housing Benefit and Council Tax Reduction application; contact the Benefits Section by phone for help

Regardless of route, every application asks for the same core information: your council tax reference number, household composition, income details (or benefit award letters if you are passported), and supporting evidence.

What Evidence Every Council Needs

Because the scheme is national, the evidence checklist is uniform. Bring or upload:

  • Your latest council tax bill (for the reference number and current band)
  • Proof of identity for you and any partner
  • National Insurance numbers for you and your partner
  • Income evidence — payslips (5 weeks or 2 months), self-employment accounts, or benefit award letters (Universal Credit, ESA, JSA, Pension Credit)
  • Bank statements (typically 2–3 months for all accounts, including savings)
  • Any additional documents the council specifically requests
  • Evidence of any disability benefits (PIP, DLA, Attendance Allowance) or carer status

Our evidence and documents guide walks through exactly what counts and what format councils accept.

Universal Credit Claimants — The Trap That Catches Every Council Area

This applies everywhere in Wales, regardless of which council you are in: applying for Universal Credit through the DWP does not by itself complete a Council Tax Reduction claim with your council. About 40% of the active CTR caseload in Wales are UC claimants, and the most common mistake is discovering months later that full council tax bills have been piling up because no separate CTR application was ever made.

If you are on Universal Credit, apply for CTR through your council. If you said in a new UC claim that you also wish to claim CTR, the council may use the DWP notification date as your claim date if you complete and return the council's CTR form within one month. Most councils will backdate a working-age claim by up to six months if you can show good cause for the delay.

For the full UC interaction, see our Universal Credit and CTR guide.

Bilingual Services Across Wales

Under the Welsh Language Standards, every council must offer application forms, correspondence, and telephone support in both Welsh and English. If you prefer to deal with your council through the medium of Welsh, you have a legal right to do so at every stage — from the initial application through to a formal review or appeal.

Your Next Step

Check your council's website for the application route, gather the evidence listed above, and submit your claim. The national rules provide the same calculation framework across Wales, subject to limited local discretion — the full step-by-step claim guide covers eligibility, the means test, backdating, and appeals in detail.
