Council Tax Reduction and Universal Credit for Care Leavers

CTR and Section 13A Are Different Things

Council Tax Reduction (CTR), also called Local Council Tax Support (LCTS), is a means-tested benefit for people on low incomes. It's governed by Section 13A(1)(a) of the Local Government Finance Act 1992 and runs under each council's own local scheme.

The care leaver discount runs under Section 13A(1)(c) of the same Act — a completely separate provision. CTR reduces your bill based on household income. The care leaver discount reduces whatever's left after everything else has been applied.

This distinction matters because applying for one doesn't trigger the other. CTR may reduce your bill partly or fully under the local scheme; any balance left is still due unless it is separately reduced through Section 13A relief. If you only apply for the care leaver discount without first claiming CTR, many councils will reject your Section 13A application because they require you to claim all statutory entitlements first.

You need both applications submitted separately.

The Calculation Order

The council works through your bill in a fixed sequence:

  1. Gross liability — determined by your property's band (A through H)
  2. Statutory discounts — Single Person Discount (25% off if you're the only non-disregarded adult), student exemptions, disabled band reduction
  3. Council Tax Reduction — means-tested reduction based on income and household composition under the local CTR scheme
  4. Section 13A(1)(c) care leaver relief — may reduce the remaining balance, potentially to zero, according to the local policy

The care leaver discount only covers the gap between what CTR leaves and what you'd actually owe. If CTR already reduces your bill to zero, the Section 13A discount has no work to do. If CTR covers 75% and statutory discounts cover another portion, the Section 13A discount covers the remaining sliver.

Universal Credit Doesn't Cover Council Tax

A common misunderstanding: Universal Credit does not include a council tax element. The old system (Housing Benefit and Council Tax Benefit) wrapped council tax support into the benefits package. Universal Credit doesn't.

Claiming Universal Credit does not automatically claim Council Tax Reduction. Submit a separate CTR application to your billing authority. CTR is a local benefit, not a DWP benefit — the council runs it under its own local scheme rules.

If you've just moved to Universal Credit from legacy benefits, check whether your CTR is still active. The migration doesn't always trigger an automatic CTR reassessment, and a gap in coverage means you're liable for the uncovered months.

When Your UC Award Fluctuates

Universal Credit awards may change each month with earnings and other factors. Those changes can affect your CTR under the local scheme rules.

How a CTR change affects Section 13A relief depends on your council's policy and award. Some policies cover the residual liability, while others require a separate review or provide less than the full balance. A CTR change does not by itself change your Section 13A award.

Some councils recalculate CTR monthly but review Section 13A awards less often. If your CTR drops and your Section 13A award has not changed, you might receive a bill for the gap. Contact the revenues team and ask for a written recalculation; do not assume the bill is an administrative error. Ask for a recovery hold or payment arrangement while the council reviews the award.

Claiming CTR as a Care Leaver

The CTR application asks about household income, savings, and who lives with you. For care leavers on Universal Credit with no other income, the maximum CTR award under most local schemes is 75% to 100% of the liability after statutory discounts (the percentage varies by council — some cap working-age CTR at 75% or 80%).

If you're working and earning above the CTR threshold, you may not qualify for CTR at all. If you meet your council's care-leaver policy, Section 13A relief may still reduce the residual bill; check whether your policy covers the full balance. The calculation skips the CTR step if no CTR is awarded.

The Care Leaver Council Tax Claim System includes the full calculation worksheet — gross liability through to Section 13A relief — so you can verify the council's figures at every step, including how CTR and the care leaver discount interact in your specific situation.
