Council Tax Reduction Overpayment in Central Bedfordshire: What Happens Next
How Overpayments Happen
An overpayment of council tax support means you received a bigger discount than you were entitled to. In Central Bedfordshire, this most commonly happens when a change in your circumstances increases your countable income and pushes you into a higher income band — but the council only finds out after the fact.
For example, you start a new job or get a pay rise, and your weekly income moves from Band B1 (75% discount) to Band B3 (40% discount). If the council was still applying the B1 rate during that period, the difference becomes an excess reduction.
Adverse changes — anything that reduces your entitlement — are backdated to the exact date the change happened, not the date you reported it. That creates the overpayment automatically.
How the Council Recovers It
The over-awarded discount is debited directly from your council tax account. Your account balance goes up by the overpayment amount, and CBC issues a revised demand notice showing your new monthly instalments. Recovery follows the standard council tax debt mechanisms under the Council Tax (Administration and Enforcement) Regulations 1992.
How to Protect Yourself
The single most effective thing you can do: report changes to the council within one calendar month of the change happening. That limit matters because it affects how the council dates any increases too.
If a beneficial change (something that increases your award) is reported within one month, the increase applies from the Monday following the change. Report it late, and the increase only applies from the Monday after you notify the council — you lose the interim period permanently.
Report changes directly to [email protected], quoting your claim reference number (it starts with 900). Keep the email confirmation as proof of when you reported. Telling the DWP about a change does not satisfy your separate duty to tell the council — even if Universal Credit data transfers happen automatically, other changes do not.

If You Think the Overpayment Is Wrong
If the council has calculated the overpayment based on incorrect income figures or the wrong effective date, you can challenge it through the formal grievance process. Write to [email protected] or [email protected] specifying which figures you dispute and why. The council has two months to respond, after which you can escalate to the Valuation Tribunal for England if needed.
If you genuinely cannot afford the revised instalments, ask the council to spread your bill over 12 monthly payments rather than 10, or explore whether Section 13A discretionary hardship relief applies to your situation.
The Central Bedfordshire Council Tax Reduction Guide covers change reporting requirements, the exact timeline rules, and how to challenge an overpayment calculation.
