Council Tax Reduction for Self-Employed Residents in Central Bedfordshire

How Self-Employment Income Is Assessed

Central Bedfordshire Council uses your net trading profit — not your gross revenue — to determine which income band you fall into for council tax support. Its Proof of Self-Employed Income Form asks for trading income and expenses so the council can assess that net profit.

This distinction matters. If a self-employed person's weekly trading income is £500 and the council assesses £300 in expenses, the resulting net trading profit is £200. It is the net profit figure that is matched against the income band thresholds, not the gross trading income.

The Forms You Need

Submit audited business accounts or complete Central Bedfordshire Council's Proof of Self-Employed Income Form. The PDF form is available from the CBC benefits forms page.

The form details your trading income and expenses. CBC may request supporting evidence to verify the figures; provide the records it asks for.

Variable Income and the Band System

If your business is seasonal or your income fluctuates, provide the trading income and expense details requested on the CBC form, along with any accounts the council asks for. The scheme information describes net trading profit as countable income but does not set out a fixed averaging period for variable earnings.

If your income changes significantly after your claim is processed, you must report the change to the council. A sustained increase may move you to a higher band; a decrease may entitle you to more support. Report changes to [email protected] within one calendar month.

Starting a New Business

If you have recently started trading, complete CBC's Proof of Self-Employed Income Form with the trading income and expenses you have so far, and provide any accounts or supporting evidence the council requests.

New businesses often have low initial income, which may place you in Band B1 (75% discount) or B2 (55%). As your income grows, you will move through the bands. The key is to keep reporting changes promptly so you do not accumulate an overpayment.

The Central Bedfordshire Council Tax Reduction Guide includes the self-employed income form walkthrough, the income band thresholds, and worked examples for variable-income households.
