Central Bedfordshire Council Tax Reduction: How to Apply Step by Step
Who Qualifies for Council Tax Reduction in Central Bedfordshire
Central Bedfordshire Council runs its own Local Council Tax Support (LCTS) scheme for working-age residents. To qualify, you need to meet four conditions at once: you must be liable for council tax on a property within the Central Bedfordshire Council area, that property must be your main home, your total savings must be below £16,000, and you must not have reached State Pension credit age (pension-age residents fall under a separate national scheme with different rules).
The scheme covers homeowners, private tenants, social housing tenants, and joint occupiers. If you receive Universal Credit, you still need to apply separately — claiming UC through the DWP does not automatically register you for local council tax support.
One feature that catches people off guard: Central Bedfordshire applies zero non-dependant deductions. If your adult child or another grown-up lives with you and earns their own income, their presence does not reduce your discount percentage. That is unusual among English councils and works in your favour.
How Much You Could Get (2026/27 Scheme)
Since April 2026, the maximum working-age award is 75% of your net council tax bill — down from 100% in previous years. Every working-age household now pays at least 25% of their council tax, regardless of income.
Your discount percentage depends on which weekly income band your household falls into. For a single adult, Band B1 (75% discount) covers weekly income up to £126.48. Bands B2 through B4 offer 55%, 40%, and 25% respectively, with thresholds rising for each additional child or if you have a partner.
Important: statutory discounts like the 25% Single Person Discount are applied first, then the LCTS percentage is calculated on the remaining bill.
How to Apply Online
The primary route is the online application at centralbedfordshire.gov.uk. The council uses a single combined form that handles both Housing Benefit and Council Tax Support claims. You will need your National Insurance number, council tax account reference, and details of your income and savings ready before you start.
If you cannot complete the form digitally — because of a disability, no internet access, or another barrier — call Customer Services on 0300 300 8000 to request a telephone application.
After submitting, register for a "My Account" profile on the CBC website. This lets you track your claim, view historical awards, and upload verification documents without chasing anyone by phone.

Documents You Will Need
Central Bedfordshire requires specific evidence before it will process your claim:
- Identity and National Insurance number — passport, driving licence, or birth certificate, plus a DWP letter showing your NINO
- Income proof — five consecutive weekly payslips, three consecutive fortnightly payslips, two consecutive monthly payslips, or an employer-completed CBC Proof of Earnings Form. Self-employed applicants can provide audited business accounts or the CBC Proof of Self-Employed Income Form
- Universal Credit statement — the full unredacted monthly breakdown from your online journal, showing every element
- Financial statements — full statements for bank accounts, building society accounts, ISAs, and shares covering three consecutive months if your capital is between £5,500 and £16,000
- Benefit award letters — PIP, DLA, or Carer's Allowance letters (these benefits are fully disregarded for income purposes but you still need to prove you receive them)
If required evidence is missing, CBC may ask you to provide it, which can delay a decision.
What Happens After You Apply
Your reduction is not backdated automatically — the standard start date is the Monday after your application is received. Keep paying your current council tax instalments while the claim is being processed; submitting an application does not pause your legal obligation to pay.
Once approved, the award is credited directly to your council tax account and CBC issues a revised demand notice. You can request to spread the remaining balance over 12 monthly instalments instead of 10 if that helps your budgeting.
If your claim is refused or you think the income band is wrong, you have the right to challenge the decision through a formal written grievance to the council, and if that fails, an independent appeal to the Valuation Tribunal for England.
For the full scheme rules, income band tables, worked calculation examples, and every CBC form you might need, the Central Bedfordshire Council Tax Reduction Guide walks through the entire process from eligibility check to appeal.
