Council Tax Help for Low-Income Households in Doncaster

Doncaster's Local Council Tax Support Scheme

The main form of council tax help for low-income households in Doncaster is the Local Council Tax Reduction scheme, sometimes still called LCTS or Local Council Tax Support. It is a means-tested reduction applied directly to your council tax bill — not a cash payment, but a discount that lowers what you owe each month.

The scheme is funded locally by the City of Doncaster Council with a budget of £28 million supporting approximately 24,600 households across the borough. It replaced the old national Council Tax Benefit in 2013, and each council in England now sets its own working-age rules. Pension-age residents follow a separate national scheme.

Is There a Minimum Payment?

This is the question that brings most people here, and the answer is good news. Many councils across England introduced a minimum payment of 8%, 15%, or even 25% — meaning that even the poorest residents had to pay something toward their council tax. Doncaster did not do that.

Doncaster's working-age scheme allows awards up to 100% of your council tax liability. If your assessed income is at or below your applicable amount (the baseline living costs figure the council uses), you can receive a full reduction. You pay nothing. There is no blanket minimum payment percentage for working-age residents in Doncaster in 2026/27.

This makes Doncaster one of the more generous councils in England. But the flip side is that the 30% taper rate applies as soon as your income exceeds the applicable amount — for every £1 above it, your weekly reduction drops by 30p.

Who Qualifies

You are likely to qualify for some level of support if:

  • You are on Universal Credit with low or no earnings
  • You receive Income Support, income-based Jobseeker's Allowance, or income-related Employment and Support Allowance (passported benefits — these give you the maximum award automatically)
  • You are working but on a low wage, particularly with dependent children
  • Your combined savings and investments are below £16,000

You do not need to be unemployed. The scheme is designed to taper support gradually as income rises, so part-time workers, people on zero-hours contracts, and those with variable earnings all potentially qualify for a partial reduction.

Capital above £16,000 disqualifies you entirely. Below £6,000, your savings are ignored. Between those two thresholds, a tariff income is added to your assessed weekly income.

What Counts as Income

Doncaster's scheme counts most sources of household income, with some notable rules:

  • Wages: gross earnings are assessed, with a standard earnings disregard
  • Universal Credit: the full UC award is counted
  • Child Benefit: counted 100% as unearned income (unlike Housing Benefit rules, where it is ignored)
  • Child maintenance: counted 100% as income
  • Disability and carer premiums: the scheme includes higher applicable amounts for qualifying claimants receiving benefits such as PIP, DLA, or Carer's Allowance. Ask the council to confirm which premium applies to your circumstances.

The Child Benefit rule catches many families off guard. If you have three children, that is over £50 per week added to your assessed income before the taper even starts. Our guide to how child benefit affects council tax reduction covers this in detail.

Other Help Available

Council Tax Reduction is the main scheme, but it is not the only support:

Single Person Discount — 25% off your bill if you are the only adult in the household (students, severely mentally impaired residents, and certain carers do not count as adults for this purpose).

Section 13A Discretionary Reduction — for extreme financial hardship, the council can write off part or all of your council tax at its discretion.

Crisis and Resilience Fund — emergency one-off payments for households hit by sudden financial shocks, separate from Council Tax Reduction.

Discretionary Housing Payments — help with rent shortfalls if you are on Housing Benefit or the housing element of Universal Credit.

How to Apply

Apply through the council's online portal using the joint "Apply for Housing Benefit and Local Council Tax Reduction" form. If you are already on Universal Credit, check whether your DWP application successfully notified the council — many claimants assume it did when it did not.

Our Doncaster Council Tax Reduction guide includes a document checklist, worked calculation examples at every income level, and the pre-submission audit that helps your application go through first time.
