Doncaster Council Tax Hardship Fund and Section 13A Relief
Standard Council Tax Reduction doesn't cover every crisis. When your income assessment still leaves you with a bill you genuinely cannot pay — after redundancy, a relationship breakdown, a medical emergency — Doncaster Council has discretionary powers to reduce or write off your remaining Council Tax liability entirely.
These powers sit outside the regular means-tested scheme. They're harder to access, require more evidence, and are granted at the council's absolute discretion. But they exist, and most residents don't know about them.
Section 13A Discretionary Reduction
Under Section 13A(1)(c) of the Local Government Finance Act 1992, Doncaster Council can grant an individual council tax reduction to anyone experiencing severe financial hardship. There's no fixed formula — the council assesses each case on its merits.
This is the power of last resort. You'll typically need to show that:
- All standard discounts, exemptions, and Council Tax Reduction entitlements have been fully claimed and exhausted
- You're in genuine financial hardship that goes beyond normal low income
- The circumstances involve severe financial hardship or a severe unforeseen crisis
The council will want to see comprehensive income and expenditure evidence: bank statements, bills, debt repayment schedules, and any correspondence from creditors. Applications are assessed by the Revenues and Benefits team, and the council is under no obligation to grant a reduction — "discretionary" means exactly that.
If your request is refused, you can submit a written dispute through the same formal process used for regular Council Tax Reduction decisions.
The Crisis and Resilience Fund
Separate from Section 13A, Doncaster Council operates a Crisis and Resilience Fund that provides emergency relief payments to low-income households facing severe financial shocks. It is a separate support route with its own eligibility criteria.
The Crisis and Resilience Fund isn't a Council Tax reduction mechanism, but it's relevant because residents in Council Tax arrears are often dealing with multiple financial pressures simultaneously. Check the council's current guidance for the fund's eligible expenses and application route.
Eligibility is based on your overall financial situation, not just your Council Tax position. Apply through the council's website or at the Civic Office (Waterdale, Doncaster, DN1 3BU).
Care Leaver Council Tax Discount
This is the most specific use of Doncaster's Section 13A powers. The council provides a 100% Council Tax reduction to qualifying care leavers — young people who were previously in the care of the City of Doncaster Council.
Eligibility requirements:
- You must be under 25 years old
- The City of Doncaster Council must have been your corporate parent before you left care
- You must be resident and liable for Council Tax within the Doncaster billing district
Where a qualifying care leaver lives with non-care leavers, the local policy adjusts joint liability so the care leaver's presence creates no additional Council Tax charge for the household. This protection runs until the care leaver turns 25.
If you left care under a different council's care, you'll need to check whether Doncaster extends the discount to care leavers from other authorities — the current policy specifies that Doncaster acted as the corporate parent.

How These Differ From Standard Council Tax Reduction
Standard Council Tax Reduction is a means-tested entitlement — if you meet the criteria, you qualify. The council must grant it.
Section 13A hardship relief and the Care Leaver discount are discretionary — the council chooses whether to grant them, case by case. The Crisis and Resilience Fund is a separate emergency payment system with its own eligibility criteria.
Each route has its own eligibility criteria. You can receive standard Council Tax Reduction and then apply for Section 13A hardship relief on the remaining balance. In practice, the council expects you to have exhausted the standard scheme first.
When to Contact Debt Advice Instead
If you're behind on Council Tax and the council has already issued a summons or liability order, Section 13A relief may come too late to stop enforcement. At that point, you need specialist debt advice from organisations equipped to negotiate with the council's enforcement team:
- Citizens Advice Doncaster Borough: 01302 243057
- StepChange Debt Charity: 0800 138 1111
- National Debtline: 0808 808 4000
All three services are free, independent, and confidential. This guide doesn't provide debt or legal advice — if enforcement is underway, speak to an adviser before the situation escalates.
