Bradford Council Tax Hardship Fund: How to Apply for Extra Help
Even with Council Tax Reduction at the maximum 72.5% of a Band A charge, the remaining 27.5% still has to come from somewhere. For households already stretched thin — dealing with a sudden income drop, unexpected costs, or the compounding weight of the 4.99% council tax increase Bradford introduced for 2026/27 — that minimum payment can push the budget past breaking point. Bradford Council has a separate Council Tax Reduction Discretionary Support Scheme for CTR recipients facing exceptional, short-term hardship. A further and distinct power under Section 13A(1)(c) of the Local Government Finance Act 1992 can reduce individual council tax liability in exceptional cases.
What the Hardship Fund Actually Is
Bradford's Council Tax Reduction Discretionary Support Scheme is discretionary, not an automatic entitlement. It is available to residents who already receive a main CTR award and is intended to provide temporary support when exceptional short-term hardship makes the required 27.5% contribution unmanageable.
This is separate from the main CTR scheme. The standard scheme runs on a means-tested formula with fixed rules: your income, applicable amount, non-dependant deductions, and the 72.5% Band A cap. The separate Section 13A(1)(c) route is intended as a last resort for catastrophic, unforeseen events, such as severe property damage from flooding, that are not addressed by statutory discounts or CTR.
For 2025/26, Bradford set aside £1.2 million to fund one-off £30 hardship awards for eligible working-age CTR households. That figure is historical and does not establish the budget available for the current scheme. Applications are considered on a case-by-case basis, and the council weighs the severity of your circumstances against its available budget.
Who Qualifies for a Discretionary Reduction
There are no published income thresholds the way there are for standard CTR. Instead, the council considers:
- Whether you already receive a main CTR award — the scheme is available only to existing CTR claimants, not as a substitute for the main scheme. If you have not applied for standard CTR, apply for that first.
- The nature of the hardship — sudden job loss, domestic abuse and emergency relocation, severe illness, bereavement costs, or an accumulation of debts that makes the minimum payment unmanageable.
- Whether the hardship is short-term or long-term — awards under the discretionary support scheme are temporary and do not create a permanent entitlement.
- What other support you have accessed — the council may ask whether you have claimed all benefits you are entitled to (Universal Credit, PIP, Carer's Allowance) and whether you have contacted free debt advice services.
How to Apply
Bradford provides an online form for the Council Tax Reduction Discretionary Support Scheme. For a separate Section 13A(1)(c) request, contact the council's Benefits Team:
- Choose the correct route. If you already receive a main CTR award and need extra help with the minimum contribution, use Bradford's Council Tax Reduction Discretionary Support Scheme application form. For a separate Section 13A(1)(c) request, call Bradford Council's Benefits Team on 01274 432772 and explain what you are asking for.
- Put your case in writing. Even if you start by phone, follow up with a written request. Outline your household income and outgoings, the reason for the hardship, and any changes in circumstances that caused it.
- Provide supporting evidence. Bank statements showing your financial position, a redundancy letter, medical evidence, or a letter from a debt adviser confirming your situation all strengthen the application.
- Wait for the written decision. The council will assess your case and issue a decision in writing. If they reduce your liability, it will appear as a credit on your council tax account.
If your application is refused, ask Bradford Council for a written review and explain why you disagree. If the council rejects the request or does not respond within two calendar months, you can appeal to the Valuation Tribunal for England; it can review discretionary relief outcomes. The council's complaints process is for service issues such as delays.

Household Support Fund and Cost of Living Payments
Bradford administered earlier rounds of the government's Household Support Fund, but it ended on 31 March 2026 and was replaced by the Crisis and Resilience Fund (CRF) on 1 April 2026. Bradford Council says it is developing its local CRF scheme and that Crisis Payment applications will open later in 2026. Check Bradford Council's CRF page for current eligibility and application details; do not assume that CRF support covers council tax arrears. For other local cost-of-living support, check the Cost of Living Bradford website.
When to Apply — and What Else to Try First
Apply for hardship help as early as possible. Waiting until a summons arrives means enforcement costs have already been added to your account, and the council has less flexibility. The strongest applications come from residents who have already claimed standard CTR, are receiving the maximum award, and can show a specific event or circumstance that makes the remaining liability unmanageable.
Before or alongside a hardship application, check whether you qualify for other reductions: the 25% single person discount, Severe Mental Impairment exemption, or a Disabled Band Reduction. These stack with CTR and can reduce the amount you need the hardship fund to cover.
For a complete walkthrough of the standard CTR claim process, the evidence requirements, and the hardship route, the Bradford Council Tax Reduction guide covers every step from eligibility check through to appeal.
If you are already behind on council tax and facing enforcement action, contact a free debt charity before anything else — StepChange (0800 138 1111), National Debtline (0808 808 4000), or Citizens Advice Bradford & Airedale can help you negotiate with the council and protect your position while applications are processed.
