Council Tax Discounts and Exemptions in Sunderland

Council Tax Support isn't the only way to reduce your Sunderland council tax bill. Several statutory discounts and exemptions exist alongside the means-tested scheme, and some can be combined with CTS to cut your liability further. Here's what's available and who qualifies.

Single Person Discount (25%)

If you're the only adult living in your property, you qualify for a flat 25% reduction on your council tax bill. On a Band A property in Sunderland (£1,251.20/year), that saves £312.80 annually.

Certain adults are "disregarded" for this purpose — they don't count even if they live with you. Disregarded persons include full-time students, apprentices earning under £195/week, people with severe mental impairment, and live-in carers meeting specific criteria. If everyone else in your home falls into a disregarded category, you qualify for the single person discount even though others physically live there.

Council Tax Support is calculated after the single person discount is applied, so the two stack. A Band 1 CTS award on top of a single person discount can reduce your bill to zero.

Student Exemption

Properties occupied solely by full-time students are completely exempt from council tax (Class N exemption). If you live with non-students, the student residents are disregarded for discount purposes — potentially qualifying the household for a single person discount.

To claim, you need a student certificate from your educational institution confirming full-time enrollment. Part-time students don't qualify, but accredited apprentices earning under £195/week, youth trainees under 25, and school leavers under 20 on eligible training schemes are also disregarded.

Disabled Band Reduction Scheme

If your home has been adapted to meet a disabled resident's needs — a ground-floor bathroom, a room used mainly for treatment or therapy, or wheelchair-accessible spaces — you may qualify for the Disabled Band Reduction. This charges your property at the band below its actual valuation: a Band B home is charged as Band A, a Band C as Band B, and so on. If you're already in Band A, you're charged at a rate 1/9 below Band A.

The adaptation must be essential for the disabled person's wellbeing — not a general home improvement. Apply through Sunderland City Council with evidence of the disability and the adaptation.

Severe Mental Impairment (SMI)

A person certified by a medical practitioner as having a severe, permanent mental impairment — and who receives a qualifying disability benefit such as PIP daily living component, DLA middle/higher care, or Attendance Allowance — is disregarded for council tax purposes.

If the person with SMI lives alone, the property is fully exempt. If they live with one other adult who doesn't have SMI, the household qualifies for a single person discount. The SMI disregard applies to council-tax liability first; Council Tax Support is then calculated under Sunderland's income-banded scheme.

Carer Disregard

An unpaid carer who provides at least 35 hours of care per week to someone who is severely disabled (not their partner or child under 18) is disregarded for council tax purposes. This can unlock a 25% single person discount if the only other adults in the property are also disregarded.

The carer must be living in the same property as the person they care for, and the cared-for person must receive the higher rate of DLA care component, PIP daily living component (enhanced rate), Attendance Allowance, or Armed Forces Independence Payment.

Care Leaver Discount

Sunderland provides discretionary 100% council tax relief to care leavers under 25 living within the authority's boundaries. This is a local policy — not all councils offer it — designed to support young people transitioning out of care without adding council tax debt to their existing challenges.

If you're a care leaver, contact Sunderland's care leaver support team or the revenues department to confirm your eligibility and apply.

Empty and Second Home Premiums

From the other end of the spectrum: properties left unoccupied and substantially unfurnished for over one year face a 100% council tax premium under the Levelling-up and Regeneration Act 2023 — doubling the standard bill. Second homes also attract premium charges. There are limited exemptions for properties undergoing major repair or where the owner has moved into care.

Stacking Discounts With Council Tax Support

These discounts and exemptions are applied to your gross bill before CTS is calculated. A single person in a Band A property gets the 25% discount first (reducing the bill to about £938.40), and then CTS is applied to that reduced figure. At Band 1 (100%), the remaining bill drops to zero.

For detailed guidance on each discount and how they interact with the income-banded CTS scheme, see our Sunderland Council Tax Reduction guide.
