How Much Council Tax Reduction Can I Get in Sunderland?
Your Sunderland Council Tax Support award depends on three things: your household type, your net weekly income after disregards, and which income band that places you in. Since April 2025, the maximum award is 100% — meaning some households pay nothing at all. Here's how to estimate where you'll land.
The Five Income Bands
Sunderland uses a simplified banded scheme. Instead of the old penny-for-penny taper calculation, the council places your household into one of five bands, each carrying a fixed discount:
| Band | Discount |
|---|---|
| Band 1 | 100% |
| Band 2 | 80% |
| Band 3 | 60% |
| Band 4 | 40% |
| Band 5 | 20% |
The net income thresholds for each band vary by household size. A single person reaches Band 1 at up to £100/week; a family with two or more children has a Band 1 ceiling of £325/week.
How to Calculate Your Net Assessed Income
Start with your total household earnings and benefit income. Then subtract:
- £25/week earnings disregard — applied to your or your partner's net wages (one per household)
- Fully disregarded benefits — PIP, DLA, Attendance Allowance, Carer's Allowance, Child Benefit, child maintenance, war pensions
- UC housing element and transitional protection — stripped out entirely
- Disability premium — an extra £40/week disregard if applicable
What's left is your net assessed income. Match it against the band table for your household type.
Worked Example: Single Worker in a Band A Property
Gross weekly earnings: £115. After the £25 earnings disregard, net assessed income is £90/week. The single person Band 1 ceiling is £100/week, so this resident qualifies for 100% CTS.
Band A council tax in Sunderland for 2026/27 is £1,251.20/year — roughly £24/week. With a 100% discount, the resident pays nothing.

Worked Example: Couple With One Child
Net weekly earnings of £340. After the £25 disregard, net assessed income is £315/week. The family-with-one-child Band 3 range runs from £305.01 to £360.00, so they get a 60% discount.
On a Band A property at £24/week, the CTS award covers £14.40/week. The family pays £9.60/week — about £499/year instead of the full £1,251.
Worked Example: UC Family With a Non-Dependant Adult
UC standard plus child elements: £310/week. Housing element (£120/week): fully disregarded. Net assessed income: £310/week. The family-with-two-or-more-children Band 1 ceiling is £325/week — so they're in Band 1 with a 100% discount.
The adult son living with them? Sunderland applies zero non-dependant deductions under its working-age scheme. His presence doesn't reduce the award by a single penny.
The 8.5% Rule Is Gone
Before April 2025, Sunderland capped working-age awards at 91.5%, forcing everyone to pay at least 8.5% of their bill regardless of income. On a Band A property, that meant a minimum of roughly £106/year even at the lowest income levels.
The council abolished that rule from April 2025 onward. If you fall within Band 1, your discount is 100% — no residual minimum payment.
What Pushes You Into a Higher Band
Moving up one band costs you 20 percentage points of discount. On a Band A property, that's roughly £250/year in additional council tax. Things that can push you into a higher band:
- A pay rise that takes your net assessed income above the next threshold
- Losing a dependent child (which narrows your household category and lowers the thresholds)
- A partner starting work, adding their income to the household total
The £25 earnings disregard and benefit exclusions act as a buffer. Check where your net income sits relative to the nearest band boundary — if you're close to the edge, even a small change could shift your assessment.
