Council Tax Arrears Help in Hounslow
The Enforcement Ladder You're On
Council tax debt in Hounslow follows a fixed statutory sequence. Knowing where you are on this ladder determines what options you still have.
- Missed instalment — the council sends a reminder notice giving you 7 days to pay
- Second missed payment — a final notice removes your right to pay by instalments; the full remaining annual balance becomes due immediately
- Court summons — if unpaid, the council applies to Magistrates' Court for a liability order (you'll also owe court costs, typically £100+)
- Liability order granted — the council gains enforcement powers: attachment of earnings, deductions from Universal Credit or benefits, or instruction of enforcement agents (bailiffs)
The further down this list you are, the fewer options you have to negotiate directly with the council. But even at the liability order stage, free debt advice charities can intervene.
Free Debt Advice — Use It Before Anything Else
Council tax arrears cross into debt territory, and this is where independent process navigation ends and specialist debt advice begins. Three free services cover Hounslow residents:
StepChange (0800 138 111) — the UK's largest free debt charity. They can set up a Debt Management Plan, negotiate directly with the council, and in some cases apply for a Debt Relief Order if your total debts qualify.
National Debtline (0808 808 4000) — free telephone advice with online guides and template letters for responding to liability orders and bailiff notices.
Citizens Advice Hounslow — in-person appointments at Community Hubs across the borough. They also provide the formal income-and-expenditure letters needed if you want to apply for Hounslow's CTS Hardship Fund.
None of these services charge fees. Any company contacting you about council tax debt and asking for payment is not one of them.
Requesting a Payment Plan
Before enforcement escalates, you can contact Hounslow Revenues on 020 8583 2211 to negotiate a payment plan. The council has discretion to reinstate instalments or agree a reduced schedule. Having a formal income-and-expenditure breakdown from a debt adviser strengthens your position significantly.
If you have a pending Council Tax Reduction application, ask for a temporary collection hold — this is a discretionary pause on enforcement while your claim is being processed. It's not automatic; you need to request it.

Can Council Tax Reduction Help With Arrears?
Council Tax Reduction only reduces your current liability going forward. It doesn't wipe out existing arrears. However, if you're eligible for support and haven't been claiming, backdating your application (up to one month for working-age) can reduce what you owe for the backdated period.
The CTS Hardship Fund is specifically designed for working-age residents whose arrears stem from the scheme's 75% maximum cap. It requires a supporting letter from Citizens Advice or another accredited adviser — the council won't process a hardship application without it.
Our Hounslow Council Tax Reduction guide covers the claim and backdating process, but for active debt and enforcement situations, contact StepChange or National Debtline first.
