Cost of Living Concession SA Deadline and Backdating Rules
The 31 December Hard Cutoff
New applicants and anyone reporting a change of circumstances must lodge their Household Concessions Application by 31 December 2026 to qualify for the 2026–27 Cost of Living Concession.
Applications received on or after 1 January 2027 are void for the 2026–27 cycle. They roll into the 2027–28 assessment instead — meaning the earliest you would see a payment is August 2027.
This is a firm statutory deadline. There is no discretionary extension.
Can You Backdate the COLC?
No. The COLC cannot be backdated prior to the current financial year. If you were eligible in 2024–25 or 2025–26 but never applied, those payments are lost permanently.
This is one of the most damaging gaps in the official documentation. The ConcessionsSA portal explains the application process clearly, but it does not emphasise the permanence of a missed year. Every year you delay costs you $270.60 that cannot be recovered.
What If You Missed the Deadline?
If you missed the 31 December 2026 cutoff:
- Your 2026–27 COLC is gone. No discretionary extension is available.
- Apply now anyway. Your application will be processed for the 2027–28 financial year. Eligibility is assessed based on your circumstances on 1 July 2027, and the payment (amount to be indexed) will arrive between August and December 2027.
- Set a calendar reminder for early July. The eligibility snapshot date is 1 July each year. Having your ducks in a row before that date — valid concession card, correct address on file, bank details current — means you can lodge promptly.

When a Processing Error Caused the Miss
If you applied on time but ConcessionsSA made a processing error that delayed or failed your payment, they can issue a manual back-pay EFT adjustment. This is different from backdating — it corrects an administrative mistake, not a late application.
Contact ConcessionsSA on 1800 307 758 if you believe your timely application was mishandled.
Existing Recipients Renew Automatically
If you received the COLC last year and your circumstances have not changed — same address, same concession card, same bank details — you do not need to reapply. ConcessionsSA re-validates your eligibility automatically each year through electronic data-matching with Centrelink and DVA.
The deadline applies to new applicants and to anyone reporting changed circumstances (new address, new card type, changed household composition).
Protecting Yourself Going Forward
The SA Council Rates Help guide includes a full annual calendar covering not just the COLC deadline but every critical date across the SA rates relief system — quarterly rate instalment due dates, the 60-day valuation objection window, and the Seniors Rates Postponement notification requirements.
