Cost of Living Concession SA Payment Date: When and How You Get Paid
When the COLC Lands in Your Account
The SA Cost of Living Concession is paid as a single annual lump sum via EFT. For the 2026–27 financial year, payments of $270.60 are distributed in batches between August and December 2026.
There is no fixed payment date. ConcessionsSA processes payments in rolling batches across that five-month window, so your neighbour might receive theirs in August while yours arrives in October. This is normal — it does not mean your application has been rejected.
How to Spot It on Your Bank Statement
The COLC appears on your bank statement under one of two descriptors:
- SA GOV COLC
- DHS Controlled
It is a single deposit, not a series of instalments. If you are expecting the concession and see neither descriptor by late December, that is when to follow up.
Why It Does Not Appear on Your Council Rate Notice
Before 1 July 2015, pensioner rate relief showed as a direct credit on the council rate notice. That system was abolished. The COLC replaced it as a cash payment direct to your bank account, completely separate from your council's billing.
Your rate notice will not show any state concession line item. This catches many pensioners off guard, particularly those who remember the old system. The concession still exists — it just arrives via a different channel.

What to Do If Your Payment Is Missing
If December ends and you have not received the payment:
- Check your bank statements carefully for the SA GOV COLC or DHS Controlled descriptor — the amount is $270.60 and may not stand out among other transactions
- Confirm your bank details are current with ConcessionsSA — a changed BSB or account number can cause a failed transfer
- Call ConcessionsSA on 1800 307 758 — if an administrative error caused the delay, they can issue a manual back-pay EFT adjustment
Your local council cannot help with a missing COLC payment. The payment is entirely managed by ConcessionsSA through the Department of Human Services.
Timing Against Your Rate Bills
Council rates are billed quarterly — typically due in September, December, March and June. The COLC arrives as a single payment sometime between August and December. This timing mismatch means you may need to pay your first quarterly rate instalment before the COLC hits your account.
Budget accordingly: the $270.60 is meant to offset your overall cost of living, not to coincide exactly with any particular rate instalment.
Beyond the COLC
The COLC is the largest single cash payment, but it is not the only concession available to SA pensioners. Water, sewerage and ESL concessions are assessed through the same ConcessionsSA application. Our SA Council Rates Help guide covers the full set of concessions and when each one arrives, so you can plan your quarterly cash flow against all of them.
