WA Rates Concession Backdate

The Short Answer: No Prior-Year Backdating

Under section 32 of the Rates and Charges (Rebates and Deferments) Act 1992, a rates concession takes effect from the date your application is received by the Water Corporation or your local council. It cannot be backdated to previous rating years.

If you held a Pensioner Concession Card for five years but never registered for a rates concession, those five years of missed rebates are gone. The Water Corporation and your council have no authority to refund concessions for periods before your registration.

This is one of the most expensive mistakes in the WA system. At the maximum pensioner cap of $750 per year on council rates alone, five years of missed registration represents up to $3,750 in foregone savings — plus water concessions on top.

Current-Year Pro-Rata Is Available

While prior years cannot be recovered, the current rating year allows a pro-rata rebate. If you owned and occupied the property on 1 July (the start of the rating year) but register later in the year, you receive a proportional rebate from your registration date to 30 June.

The calculation: annual rebate × (days from registration to 30 June ÷ 365).

Registering on 1 January with 181 days remaining: up to $750 × (181/365) = $372 in council rates rebate.

This means registering today is always better than waiting until next rating year, even if you have already missed most of the current year.

What If You Were Wrongly Refused

If you applied and were refused — and you believe the refusal was incorrect — you have statutory review rights. Under section 13 of the Act:

  1. Request written reasons within 21 days of the adverse decision
  2. Lodge a formal review within 21 days of receiving the reasons
  3. An Authorised Review Officer reassesses the case

If the internal review does not resolve the issue, you can escalate to Ombudsman Western Australia (for administrative procedure complaints) or the Energy and Water Ombudsman WA (for water billing disputes).

A successful review could reinstate your concession from the original application date, recovering any pro-rata amount for the current year. But it still cannot reach back to prior years before you applied.

Register Now, Not Later

The single most impactful action is registering today. Every day between now and 30 June that you delay costs you a day's worth of pro-rata rebate. The registration takes minutes online at watercorporation.com.au/concessions or by phone on 1300 659 951.

Our WA Rates Concessions Guide walks through the registration process and includes a pre-application checklist so nothing delays your approval.
