WA Rates Concession Annual Renewal and What Happens When Your Card Expires

Your Concession Renews Automatically — Until It Doesn't

Once you register your concession card with the Water Corporation in Western Australia, the rates concession on both your water bills and council rates renews automatically at the start of each financial year on 1 July. You do not need to reapply annually, and you do not need to confirm your details unless something has changed.

The administrative authorities — Water Corporation and your local council — perform periodic electronic validation audits against Centrelink, DVA, and Landgate records throughout the year. If everything checks out, your concession rolls forward without you doing anything at all.

The catch is what happens when the audit finds a problem.

What Triggers a Cancellation

Three categories of change can cause your concession to be cancelled or reassessed:

Card status changes — the most common trigger. If your Pensioner Concession Card or WA Seniors Card expires, is cancelled, or you lose your pension entitlement, the electronic audit will flag the discrepancy. You will receive a notice of reassessment, and the concession is removed from your accounts.

Even temporary card lapses can cause problems. If Centrelink reviews your income or assets and temporarily suspends your PCC while they assess, the automated check may cancel your rates concession in the interim.

Property and ownership changes — selling the property, transferring part of the title, modifying the ownership structure at Landgate, or renting the property out all trigger cancellation. Moving into residential aged care does not cancel the concession automatically, provided the home is not rented out and remains your registered primary residence.

Household composition changes — the death of a co-owner, or legal separation from a spouse or de facto partner, can affect the concession calculation (particularly if the deceased or former partner was the eligible cardholder).

What to Do if Your Card Lapses

If your card expires or is temporarily suspended:

  1. Contact Services Australia (Centrelink) on 13 23 00 immediately to understand why the card was cancelled or what is needed for renewal
  2. If the card is reissued or reinstated, notify the Water Corporation on 1300 659 951 with your updated card details
  3. The Water Corporation will re-validate your credentials and restore the concession if you still meet all eligibility requirements
  4. The local council receives the update automatically through the Common Registration Service

If there is a gap between cancellation and reinstatement, you may lose the concession for that period. Rates concessions cannot be backdated to prior rating years — if your card lapsed for the entire 2025/26 year and you only sorted it out in 2026/27, the missed year is gone.

Your Mandatory Reporting Obligations

Under the Rates and Charges (Rebates and Deferments) Act 1992, registered concession holders must notify the Water Corporation or their local council within 30 days of any change in circumstances affecting eligibility. This includes:

  • Card expiry, cancellation, or change of card type
  • Sale or transfer of the property
  • Moving address or renting the property out
  • Moving into aged care
  • Death of a co-owner or separation from a partner

Failure to report changes that result in over-granted concessions triggers back-billing and overpayment recovery. Councils and the Water Corporation can — and do — recoup concessions that were granted based on outdated information.

Switching Between Card Types

If you transition from one card type to another — for example, upgrading from a WA Seniors Card (25% tier) to a Pensioner Concession Card (50% tier) — you need to update your registration with the Water Corporation. The higher concession does not apply automatically just because Centrelink issued you a new card.

Similarly, if you acquire a Commonwealth Seniors Health Card to pair with your existing WA Seniors Card (unlocking the 50% tier instead of 25%), that combination must be registered to take effect.

The WA Rates Concessions Guide covers the full renewal cycle, what to do when a card lapses, and how upgrading between card tiers affects your rebate amount mid-year.
