Ceredigion, Conwy, Flintshire and Anglesey Council Tax Premium Rates
Ceredigion Council Tax Premium
Ceredigion County Council sets second-home premiums from 100% to 150% and has a tiered premium on long-term empty dwellings. For illustration, a £1,800 base bill at the 150% rate would attract a £2,700 premium, bringing the total to £4,500.
The council applies all seven national exception classes under the Council Tax (Exceptions to Higher Amounts) (Wales) Regulations 2015. If your Ceredigion property is actively marketed for sale at a reasonable price (Class 1) or marketed for let (Class 2), you can claim an exception for up to 12 months. Properties with qualifying planning restrictions on year-round occupation qualify under Class 6.
Ceredigion's rural housing market makes the "reasonable price" test for Class 1 particularly important. The council compares your asking price against recent Land Registry sales for similar properties in the same area. An inflated price designed to keep a property unsold while avoiding the premium may be rejected.
Conwy Council Tax Premium
Conwy County Borough Council levies a 100% premium on second homes and a tiered structure on empty properties that rises to 300% for homes left vacant more than five years. The escalation schedule means a property empty for two years faces a different rate than one empty for six.
For empty homes, the escalation creates urgency: a Band D property empty for over five years in Conwy could pay four times the standard bill. If you are renovating a long-term empty property, the Class A major repair exemption (up to 12 months) and the initial six-month Class C unfurnished exemption can provide breathing room before the premium clock starts.
Flintshire Council Tax Premium
Check Flintshire County Council's current policy for the rate that applies to second homes and long-term empty dwellings before calculating the additional charge.
The local premium rate does not change Flintshire's exception framework. The same seven national classes apply, and the same evidence standards must be met. Properties marketed for sale or let still need documented proof of active marketing at reasonable prices.

Isle of Anglesey Council Tax Premium
The Isle of Anglesey (Ynys Môn) County Council applies a 100% premium on second homes and a 100% premium on long-term empty dwellings. Anglesey has one of the highest concentrations of second homes in Wales relative to its housing stock, which drove early adoption of premium powers.
Anglesey's second-home market includes a significant number of coastal and rural properties used seasonally. If your property is a holiday let that meets the self-catering thresholds (available for 252 days, actually let for 182 days in a 12-month period), it sits on the non-domestic rating list and avoids council tax entirely. If a property falls short of these thresholds and does not qualify for site or multi-year averaging, the VOA can return it to council tax; the second-home premium may then apply unless Class 6 planning restrictions protect it.
For armed forces personnel posted away from Anglesey, Class 4 removes the premium entirely if the property would otherwise be your main home.
How to Claim an Exception
The application process is the same across all four councils: submit directly to your billing authority's revenue department with supporting evidence. There is no national portal. Each council has its own forms, and applications are assessed on the balance of probabilities.
Key evidence for the most common exceptions:
- Class 1 (marketed for sale): estate agent instruction, active listing URLs, RICS valuation or comparative market analysis
- Class 2 (marketed for let): letting agent contract, rental listing, viewings log
- Class 4 (armed forces): MoD occupancy agreement, posting order
If the council rejects a formal written grievance under Section 16 of the Local Government Finance Act 1992, or does not decide it within two calendar months, you have a statutory right to appeal to the Valuation Tribunal for Wales at no cost.
