Carmarthenshire, Powys, Wrexham and Vale of Glamorgan Council Tax Premium
Carmarthenshire Council Tax Premium
Carmarthenshire sets its premium rates locally and may use different rates for second homes and long-term empty dwellings. Check the council's current policy for the applicable percentage and any empty-home duration tiers before estimating liability.
Carmarthenshire has a mix of rural and coastal properties, and many premium-liable dwellings are inherited farmhouses or former family homes in areas with limited buyer demand. If you are trying to sell an inherited property in a slow market, the Class 1 exception (marketed for sale at a reasonable price) gives you up to 12 months of premium relief — but the council will check your asking price against comparable Land Registry sales.
Powys Council Tax Premium
Powys County Council sets its premium rates locally and may use different rates for second homes and empty properties. Powys is the largest county by area in Wales with a dispersed rural housing stock, and second-home ownership is concentrated in tourist areas around the Brecon Beacons (Bannau Brycheiniog) and mid-Wales lakes. Check the council's current policy for the applicable percentages and any duration tiers.
The rural market creates a specific challenge for Class 1 and Class 2 exceptions. Comparable sales data can be sparse in remote areas, making it harder to demonstrate a "reasonable price" when few similar properties have sold recently. If your property sits in a parish with fewer than a handful of recent transactions, a formal RICS valuation strengthens your application significantly.
For properties used as holiday lets, the self-catering thresholds matter. A Powys cottage available for 252 days but actually let for only 160 days falls short of the 182-day letting test for that period. Site or multi-year averaging may still preserve eligibility; if neither applies, the VOA can return the property to council tax, where the second-home premium may apply.
Wrexham Council Tax Premium
Wrexham County Borough Council sets its premium policy locally. Check its current policy for the rate that applies to second homes and long-term empty dwellings before estimating liability. As one of the more urban authorities in North Wales, Wrexham's premium-liable properties tend to be former residential homes rather than holiday cottages.
The Class 4 armed forces exception is relevant for Wrexham given its proximity to military facilities. If you maintain a home in Wrexham but are required to live in service accommodation elsewhere, Class 4 removes the premium entirely.
For empty properties undergoing major structural work, Wales still provides the Class A exemption for up to 12 months — a relief that England abolished in 2013. Qualifying work must be genuinely structural: roof replacement, load-bearing wall rebuilding, foundation underpinning. Fitting a new kitchen does not qualify.

Vale of Glamorgan Council Tax Premium
The Vale of Glamorgan Council sets its premium rates locally. Check its current policy for the rate that applies to second homes and long-term empty dwellings before estimating liability. The Vale's housing market includes coastal properties along the Heritage Coast and commuter properties close to Cardiff, creating a varied mix of premium-liable dwellings.
If your Vale of Glamorgan property is an annexe that forms part of a larger dwelling, Class 3 may exempt it from the premium. It must form part of a single property containing another dwelling and be used as an integral part of the main residence. A separate council tax band does not by itself establish whether the exception applies.
Common Ground Across All Four Councils
All four authorities apply the same seven national exception classes. The differences are in premium percentages, local discretionary policies, and how strictly evidence is scrutinised. In every case:
- Applications go directly to the council's revenue department — there is no central Welsh portal
- After you submit a formal written grievance under Section 16 of the Local Government Finance Act 1992, the council has two calendar months to decide it; if it rejects the grievance or does not decide it in time, you can appeal
- Appeals go to the Valuation Tribunal for Wales, which is free
The Wales second home and empty home premiums guide includes an evidence checklist for every exception class and covers the application process for all 22 Welsh councils.
