Barnet Council Tax Hardship Fund and Discretionary Relief
Barnet's standard Council Tax Reduction only covers up to 70% of a Band C charge for working-age residents. If the remaining bill is still more than you can pay, the Council Tax Discretionary Relief (CTDR) scheme is the next step — and most people who could benefit from it don't know it exists.
What CTDR Is
Council Tax Discretionary Relief operates under Section 13A(1)(c) of the Local Government Finance Act 1992. It gives Barnet the power to reduce or cancel your remaining council tax liability when standard reductions leave you in severe financial hardship. The council allocates dedicated annual funding for this purpose, including an additional £500,000 expansion.
CTDR is separate from the standard Council Tax Reduction scheme. You apply through a different portal, with different evidence requirements, and the decision is discretionary — meaning the council weighs your individual circumstances rather than applying fixed rules.
Who Qualifies
To be considered for CTDR, you must meet all of these:
- You're the liable council tax account holder in Barnet
- You've already claimed all primary reductions — standard Council Tax Reduction, Single Person Discount if applicable, and any other discounts or exemptions you're entitled to
- You're experiencing severe financial hardship caused by circumstances beyond your control
- You're actively addressing your debt situation — engaging with debt advice agencies, maintaining payment arrangements
CTDR cannot cover housing costs, rent arrears, or service charges. It's strictly for council tax liability that remains after all other reductions.
How to Apply
Applications go through Barnet's Grant Approval portal — not the standard MyAccount benefits system. This trips up many applicants who look for CTDR on the same page where they applied for Council Tax Reduction.
You need to submit:
- Three months of bank statements — full, unredacted, all accounts
- A detailed income and expenditure breakdown showing your monthly budget
- A copy of your tenancy agreement (if renting)
- Supporting letters from medical professionals, social workers, or debt advice agencies
- Proof you've claimed all other reductions (your CTR decision notice showing the current award)

The Terminally Ill Route
Since 1 April 2026, Barnet has an explicit CTDR pathway for terminally ill residents. If you have an SR1 form (the medical certificate used for Special Rules for Terminal Illness under DWP benefits), you can apply for CTDR with that form as your primary evidence. The council committed to dedicated funding for these cases.
Other Local Safety Nets
Barnet Crisis and Resilience Fund: This replaced the emergency components of the Household Support Fund. It provides non-repayable grants for immediate living costs — food vouchers, utility payments, essential household goods. It doesn't reduce your council tax directly, but it frees up money that can go towards the bill.
Barnet Resident Support Fund: Broader support for residents facing multiple financial pressures, accessible through the same channels.
Care Leaver Discount: If you were in the care of Barnet Council for at least 13 weeks since age 14, you're eligible for a 100% council tax discount while aged 18 to 24. Apply through your Personal Adviser or email [email protected]. You must claim standard CTR and Single Person Discount first — the Care Leaver Discount then zeroes out whatever remains.
What Happens If You're Refused
CTDR decisions are discretionary, and there's no appeal to the Valuation Tribunal for a CTDR refusal. If you're turned down, your only legal challenge route is Judicial Review in the High Court — which is expensive and rarely practical.
However, you can reapply if your circumstances change, and many refusals come down to incomplete evidence rather than ineligibility. The Barnet Council Tax Reduction guide covers the CTDR application in detail, including how to structure your hardship evidence and income-expenditure breakdown.
