How to Backdate Council Tax Reduction in East Riding of Yorkshire
The One-Month Backdating Limit
Working-age Council Tax Support in East Riding of Yorkshire can only be backdated by a maximum of one calendar month from the date the council receives your written backdating request. Pension-age claimants follow separate national rules; this page covers the working-age window.
Your standard claim starts on the Monday after the council receives your application. Backdating extends that start date further into the past — but only if you can demonstrate continuous "good cause" for the entire period you're asking to cover.
What Counts as Good Cause
East Riding Council requires evidence of a serious reason that prevented you from applying sooner. The council's threshold is high. Accepted grounds include:
- Severe medical illness — hospitalisation or a condition that physically prevented you from applying, supported by medical evidence
- Bereavement — the death of a close family member around the time you should have applied
- Unavoidable administrative failure — backed by third-party documentation showing the council or another body made an error that delayed your application
What doesn't count: not knowing about the scheme, assuming Universal Credit automatically covers council tax, general financial stress, or being too busy. The council's assessment of good cause is strict, and "I didn't know I needed to apply separately" is specifically rejected as a reason.
How to Make a Backdating Request
Put your request in writing. You can submit it through the online portal or by post, but it must clearly state:
- The date from which you want the claim backdated
- The specific reason you couldn't apply sooner
- Evidence supporting your reason throughout the entire backdating period
"Throughout the entire period" is the key phrase. If you're asking for a full month of backdating, you need to show that the reason preventing your application applied continuously for that whole month — not just at the start or end of it.

Why Timing Matters
Because the backdating maximum is one month, every day of delay costs you. If you've been eligible for Council Tax Support but didn't apply, the council will not credit you for any period beyond one month before your written request arrived — no matter how compelling your reason.
If you've just realised you should have been claiming, submit your application immediately and include the backdating request at the same time. Don't wait until the main application is processed before asking for backdating — that burns more time.
What Happens If Backdating Is Granted
The council recalculates your council tax bill from the new, earlier start date. The resulting credit is applied to your council tax account. If you've already made payments covering the backdated period, you may end up with a credit balance — which you can request as a refund or roll forward into the next tax year.
If backdating is refused, you can challenge the decision through the council's internal review process and, if necessary, appeal to the Valuation Tribunal for England.
