Council Tax Reduction vs Council Tax Support in Wirral: CTR vs CTS

They're the Same Thing

Council Tax Reduction (CTR) and Council Tax Support (CTS) refer to exactly the same income-based scheme in Wirral. The official name under current Wirral Council regulations is Council Tax Reduction, but the scheme was previously known as Council Tax Support. Some council webpages, older letters, and national advice sites still use the CTS label. If you've been searching for one and finding results for the other, you haven't missed a separate scheme — there's only one.

The confusion runs deep. Wirral's own benefits portal uses "Council Tax Reduction" in some places and "Council Tax Support" in others. National websites like GOV.UK refer to "Council Tax Reduction" as the umbrella term, while some third-sector advice agencies use "Council Tax Support" or even "Council Tax Benefit" (which was the national predecessor abolished in 2013).

A Brief History of the Name Changes

Before April 2013, council tax help for low-income households was called Council Tax Benefit — a national scheme funded by central government with uniform rules across England. The Welfare Reform Act 2012 scrapped it and handed responsibility to local councils. Each council was required to design its own local scheme.

Wirral Council initially called its replacement Council Tax Support (CTS). Over time, both Wirral and national guidance standardised on Council Tax Reduction (CTR), which is the name used in the Local Government Finance Act 1992 (as amended). The current scheme document is formally titled "Wirral Metropolitan Borough Council Council Tax Reduction Scheme 2026/27."

So the evolution is:

  1. Council Tax Benefit (national, pre-April 2013)
  2. Council Tax Support (Wirral's early local label)
  3. Council Tax Reduction (current official name)

What You Should Search For

When looking for Wirral-specific information, searching for "Wirral council tax reduction" will get you the most current results. The council's main landing page, the 2026/27 summary guide PDF, and the online application portal all use the CTR terminology.

If you search for "Wirral council tax support," you'll still find relevant results — including some council pages that haven't been updated — but you may also pull in outdated content from earlier scheme years that referenced different rules (like the old 82.5% maximum award before it dropped to 50% in April 2026).

What's Not the Same

Don't confuse CTR/CTS with these other forms of council tax relief, which are separate schemes with separate applications:

  • Single person discount (25%): Based on household composition, not income
  • Council tax exemptions: Based on property status or occupant categories (students, severe mental impairment)
  • Section 13A discretionary hardship relief: A separate fund for extreme financial hardship, administered alongside but independently of CTR
  • Council Tax Benefit: The abolished national scheme — if someone mentions "Council Tax Benefit" in 2026, they almost certainly mean Council Tax Reduction

The Only Thing That Matters

Whatever you call it, the scheme works the same way. Wirral's 2026/27 working-age scheme caps the maximum award at 50% of your eligible council tax liability, uses five income bands to determine your discount percentage, and requires a separate application through the council's benefits portal.

If you've been going back and forth between CTR and CTS search results trying to figure out which one to apply for, the answer is: there's one application, one scheme, and one set of rules. Apply through Wirral's online portal, and the council will assess your entitlement under the current Council Tax Reduction scheme.
