Wirral Council Tax Reduction and Universal Credit: The Separate Claim You Must Make
Universal Credit Does Not Include Council Tax Reduction
This is the single most common misconception among Wirral residents on Universal Credit: that receiving UC automatically covers your council tax. It does not.
Universal Credit is administered by the Department for Work and Pensions. Council Tax Reduction is administered by Wirral Council under its own local scheme. They are completely separate systems. The DWP sends Wirral a notification when you claim UC or when your award changes, but that notification is just an administrative signal — it does not create a CTR claim on your behalf.
If you move onto Universal Credit and do not submit a separate application to Wirral Council, you may receive no CTR even if your circumstances would otherwise qualify. Arrears can build if you do not keep up with your council tax payments, and backdated entitlement may be limited.
How to File the Separate Claim
Apply for CTR through Wirral Council's combined Housing Benefit and Council Tax Reduction portal at wirral.gov.uk. If you apply within one month of claiming Universal Credit, your claim date is the first day of UC entitlement; otherwise, it is normally the day the council receives your application. Entitlement normally starts the following Monday.
If you have already been on UC for a while without claiming CTR, you can request backdating of up to three months — but you need to show "good cause" for the delay. Not knowing you had to apply separately is worth mentioning, but the council's decision is discretionary.
Which Universal Credit Elements Count as Income
Wirral does not treat your UC award as a single lump sum. The council breaks it down element by element:
Disregarded (not counted as income):
- Housing element
- Carer element
- Disabled child element
- LCWRA element (limited capability for work-related activity)
- Childcare element
Counted as income:
- Standard allowance
- Child element
This breakdown is why the council asks for your full multi-page UC statement from your journal, not just the payment summary. They need to see which elements make up your award to separate what counts from what does not.

How UC Earnings Affect Your Band
Under Universal Credit, your award changes monthly based on your earnings during each assessment period. This creates income volatility that older benefits did not have.
The good news with Wirral's banded scheme is that small fluctuations often do not matter. The income bands are wide enough that a few pounds of variation in weekly net income will not shift you between bands unless you are right on a boundary.
For example, the Band 1 threshold for a single person is £130 per week. If your net income bounces between £115 and £125 from month to month, you stay in Band 1 the entire time. But if you are at £128 one month and £135 the next, you could drop from Band 1 (50% discount) to Band 2 (40%) for that assessment period.
When your UC award drops to nil in a given month — because of a five-week payment cycle or a temporary earnings spike — the council reassesses your CTR based on actual earnings for that period.
Managed Migration from Legacy Benefits
If you are being moved from legacy benefits (Income Support, ESA, JSA, Housing Benefit, Tax Credits) to Universal Credit through managed migration, your Council Tax Reduction claim needs attention. A DWP migration notice does not automatically transfer your existing CTR entitlement. Contact Wirral Council when you receive your migration notice to confirm your CTR claim will continue.
Reporting Changes
When your UC award changes, the DWP shares data with Wirral Council electronically. However, reporting to the DWP alone does not discharge your duty to notify Wirral separately. If a change could affect your CTR, report it within 21 days, or as soon as reasonably practicable if that is later; missing the reporting window can lead to an overpayment adjustment.
