Wirral Council Tax Arrears and Debt Help

How Council Tax Arrears Build Up in Wirral

Since April 2026, the working-age Council Tax Reduction cap has been 50%. Unless a separate statutory exemption or Section 13A discretionary relief applies, households that previously paid as little as 17.5% of their bill now owe at least 50%. For a Band A home, that's roughly a £557 annual increase — money many low-income families simply don't have.

If you've missed payments, you're not alone. Acting quickly matters: contact the council or a free debt adviser as soon as you can.

If You Miss a Payment

If you miss a council tax payment, contact Wirral Council promptly and read any notices you receive. Arrears can lead to court recovery action. A free debt adviser can help you understand a notice and your options.

Contact the Council About a Payment Plan

If you're struggling with council tax payments, contact Wirral Council's revenues team directly and ask what payment arrangements are available for your account.

If you agree to a plan, base it on what you can afford and keep a copy of the agreement.

When you contact the council, have these ready:

  • Your council tax account reference (on your bill)
  • A breakdown of your income and outgoings
  • An honest assessment of what you can afford per month

Don't agree to a payment amount you can't sustain. A broken arrangement is worse than negotiating a realistic one from the start.

Check If You Should Be Paying Less

Before negotiating a payment plan for arrears, check whether your current bill is correct:

  • Council Tax Reduction: If you're on a low income and haven't applied for CTR, you may be entitled to a reduction of up to 50%. This won't clear existing arrears, but it reduces what you owe going forward — and if the council backdates your CTR (up to 3 months with good cause), it could reduce the arrears too.
  • Single person discount: If you're the only adult in the property and haven't claimed the 25% discount, apply now.
  • Exemptions: Check whether a property exemption or household disregard applies (severe mental impairment, care leaver, student).
  • Section 13A hardship fund: Wirral's £200,000 discretionary hardship fund can reduce or write off council tax for residents in extreme financial difficulty.

Getting the right discounts and reductions in place first means the arrears figure shrinks before you start paying it off.

If Enforcement Agents Contact You

If enforcement agents contact you, get free debt advice promptly. StepChange, National Debtline and Citizens Advice Wirral can help you understand the notice and your options. You can also contact Wirral Council about your account.

Don't Ignore the Problem

Council tax is a "priority debt" — it sits ahead of credit cards, catalogue debts, and most loans in the pecking order because non-payment can lead to court recovery action. Engaging with the council early, getting free advice, and checking your entitlements is always better than silence.
