Waltham Forest Council Tax Reduction Protected Group: Who Gets 85% Support

Standard vs Vulnerable: The Difference Is 28 Percentage Points

Most working-age residents in Waltham Forest can get up to 57% off their council tax through the local Council Tax Support scheme. That leaves a 43% minimum payment. But if your household is classified as financially vulnerable, the maximum jumps to 85% — dropping your minimum to just 15%.

On a Band C property with the single person discount (£30.52 per week), the difference between 57% and 85% support is £8.55 per week. Over a year, that's £444.60.

Who Counts as Financially Vulnerable

Waltham Forest recognises two categories. You only need to meet one:

Category 1 — child under six. If your household includes at least one child aged five or under, it meets one of the scheme's financially vulnerable criteria. The amount of support still depends on your income band. If the child is your household's only qualifying criterion, they no longer meet the under-six criterion after turning six; check whether another qualifying criterion applies.

Category 2 — disability or caring status. You qualify if you or your partner:

  • Have been assessed by the DWP as having Limited Capability for Work (LCW) or Limited Capability for Work and Work-Related Activity (LCWRA) through Universal Credit
  • Receive Employment and Support Allowance (ESA)
  • Receive Carer's Allowance
  • Receive Personal Independence Payment (PIP)
  • Receive Disability Living Allowance (DLA)
  • Receive Armed Forces Independence Payment

The key detail: it's the DWP assessment or benefit receipt that matters, not a GP diagnosis alone. If you've applied for PIP but the decision hasn't come through, you won't be classified as vulnerable until the award is confirmed.

How Vulnerability Affects the Income Grid

Protected households use the same income thresholds as Band 1, but get 85% instead of 57%. For example, a single parent with one child under 6 earning less than £140.01 per week gets 85% reduction. At £150 per week — just above the Band 1 ceiling — they drop to Band 2 at 47%. The vulnerable rate applies only at the lowest income band.

This means vulnerability status helps most when your income is very low. A disabled single person on UC with no earnings (income under £120.01) goes from paying £11.48 per week at 57% to just £3.43 at 85%. But if their income rises into Band 2 territory, they get the standard 47% like everyone else.

PIP and DLA Are Fully Disregarded From Income

Here's a detail that often confuses people: PIP and DLA payments aren't counted as income when the council calculates your band placement. So receiving PIP won't push you into a higher income band — it's purely a qualifying trigger for vulnerability status.

Similarly, the PIP Daily Living Component exempts non-dependants in your household from the usual weekly deductions. If you or your partner receive PIP Daily Living, adult children or other non-dependants living with you don't reduce your support through those deductions.

What Happens When Protected Status Ends

If the child was your household's only qualifying criterion and turns six, that protection ends. The council may reassess when it receives updated information, but it's your legal responsibility to report the change within 21 days.

If you lose a disability benefit on reassessment — say PIP is stopped after a review — you may lose that qualifying criterion. If it was your only one, report the change within 21 days to avoid an overpayment that gets added back to your council tax account.
