Walsall Council Tax Arrears and Debt Help
Falling behind on council tax in Walsall triggers an enforcement chain that moves faster than most people expect. If you have received a reminder, a final notice, or a court summons, you are already on that chain — and the actions you take in the next few days matter more than anything else.
This post is not debt advice. It explains the enforcement process so you know what stage you are at and where to get expert help for free.
The Enforcement Timeline
Walsall Council follows the same statutory enforcement route as every billing authority in England:
- Reminder notice — you missed an instalment. Follow the notice's payment instructions and deadline to keep your instalment arrangement
- Final notice — if you do not pay as required after a reminder, the council may issue a final notice requiring the remaining balance. Follow the deadline stated on it
- Magistrates' Court summons — Walsall Council can apply for a liability order. Court costs may be added to the balance. You can attend and explain why an order should not be made
- Liability order — if the court makes one, Walsall Council can use further enforcement powers
- Enforcement agent (bailiff) visit — the council may instruct certificated enforcement agents to collect the debt. Fees are set under statutory rules; ask a debt adviser to explain the amounts that could apply to your case
Once a liability order exists, the council has further recovery options. Which options and amounts apply depend on the case, so get free debt advice promptly.
What You Should Do Right Now
Contact free debt advice immediately. Do not try to negotiate directly with bailiffs or ignore the letters. These organisations give free, confidential, expert help:

A debt adviser can contact Walsall Council on your behalf, arrange affordable repayment plans, and in some cases get enforcement action paused while a plan is agreed. They know the regulations and the council's local policies better than any guide can replicate.
Can Council Tax Reduction Help Clear Arrears?
Council Tax Reduction is credited to your council tax account for the period covered by an award; it does not arrange repayment of any arrears that remain. If you qualify for CTR but have not been claiming, applying now could reduce future instalments and may affect amounts due for an earlier period if the council backdates the award.
If you are on a very low income or on Universal Credit with no earnings, Walsall's CTR scheme can discount up to 75% of your eligible council tax liability. That 25% minimum payment still has to come from somewhere, but it is far less than the full bill.
Separately, Walsall Council operates the Crisis and Resilience Fund (CRF) for residents in acute financial distress. The CRF replaced the former Household Support Fund in April 2026 and can cover emergency essentials like food and utilities. Apply at go.walsall.gov.uk/benefits/crisis-and-resilience-fund-crf.
For council tax debt specifically, Section 13A(1)(c) of the Local Government Finance Act 1992 gives Walsall Council discretionary power to reduce or write off a council tax liability in cases of exceptional hardship. The hardship application is separate from CTR and available at go.walsall.gov.uk/benefits/council-tax-reduction/apply-for-hardship-support.

Avoiding Arrears in the First Place
Most council tax arrears among low-income Walsall residents start the same way: someone qualifies for Council Tax Reduction but never claims it, or claims it late and the uncovered months pile up. If you are on a low income, check your eligibility now — even a partial reduction makes monthly instalments manageable.
Our Walsall Council Tax Reduction guide covers the full claim process step by step, including how to request backdating if you should have been claiming earlier. But if you already have arrears, get free debt advice first — that is the priority.
