Victorian Rate Cap 2026 2027: What the 2.75% Cap Means for Your Council Rates
What the 2.75% Rate Cap Actually Limits
The Minister for Local Government set Victoria's Fair Go Rates System cap at 2.75% for the 2026/27 financial year. That number gets quoted in every rates-related headline, but what it controls is narrower than most ratepayers assume.
The cap limits growth in a council's general rate and municipal charge revenue — it is not a ceiling on your individual bill. That revenue can rise by no more than 2.75% compared to the previous year unless the Essential Services Commission (ESC) approves a higher cap. Individual property bills fluctuate based on revaluations conducted by Valuer-General Victoria (VGV). If your property's Capital Improved Value (CIV) rose more than average in the latest revaluation cycle, your bill can increase well beyond 2.75% even though the council as a whole stayed within the cap.
This distinction matters for pensioners because the concession is calculated on your actual bill, not the council's aggregate revenue. A higher CIV means higher gross rates, which pushes more pensioners above the point where the concession cap kicks in.
How the Cap Interacts with Pensioner Concessions
The pensioner rates concession for 2026/27 is 50% of your general rates and municipal charge, capped at $272.70 per year. On top of that, the $50 flat ESVF rebate brings the combined state reduction to $322.70.
These concession amounts are indexed separately from the rate cap — they follow CPI movements under the State Concessions Act 2004, not the Fair Go Rates System formula. So even if a council holds its revenue growth at exactly 2.75%, the concession cap rises at a different pace. In years where CPI trails council rate growth, the effective discount shrinks slightly as a proportion of the bill.
For a practical example: a regional property with a CIV of $380,000 and a rate in the dollar of 0.00085 produces gross rates of about $419 (including the municipal charge). The 50% concession comes to $209.50, well under the $272.70 cap — the pensioner gets the full half-price discount. But a metropolitan property valued at $950,000 with a rate in the dollar of 0.00181 generates gross rates of roughly $1,721. Half of that is $860, which far exceeds the cap, so the concession is capped at $272.70 regardless of what the rate cap did to the council's total revenue.
Other Charges on Your Rates Notice
Only general rates and municipal charges are subject to the rate cap, not the total amount on an individual rates notice. Separately itemised waste charges and other user fees and levies remain uncapped. The ESVF is a state levy collected by councils on behalf of the State Revenue Office, with its own fixed and variable components.
The ESC advises the Minister on rate capping each year. Councils may apply to the ESC for a higher cap by demonstrating community support and a critical need for spending on services or projects that require a rate rise above the capped amount. The Minister sets the cap for each financial year; the 2026/27 cap is 2.75%.

What Happens Next Year
The ESC submits rate capping advice to the Minister by December each year, so the 2027/28 cap will be set before the end of 2026. Concession caps for 2027/28 will be published by DFFH in May or June 2027 once CPI figures are finalised.
