Universal Credit and Council Tax Reduction in Central Bedfordshire
UC Does Not Include Council Tax Support
The single biggest trap for Universal Credit claimants in Central Bedfordshire: claiming UC through the DWP does not register you for local council tax support. These are two entirely separate systems. The council will not know you exist as a potential claimant until you submit a direct application to Central Bedfordshire Council's Revenues and Benefits team.
Public forum posts show this catches people constantly. Someone updates their circumstances on the UC journal, assumes the council has been notified, and then months later receives an arrears notice for unpaid council tax. By that point, they have missed months of support they were entitled to.
How Central Bedfordshire Assesses UC Income
When you apply for council tax reduction, CBC receives automated data from the DWP about your Universal Credit award. But the council does not count your entire UC payment as income. Specific elements are fully disregarded:
- Housing Element — help with rent is excluded
- Childcare Element — excluded
- Limited Capability for Work / Work-Related Activity (LCW/LCWRA) elements — excluded
- Carer Element — excluded
What counts: the UC Standard Allowance, any Child Elements, and your net household earned income. That combined figure is what places you in an income band.
This matters because the disregards can drop your countable income significantly. A UC claimant receiving the Standard Allowance of roughly £90 per week with no earned income falls squarely into Band B1, qualifying for the maximum 75% discount.
A Worked Example
A single person living alone in a Band A flat (gross council tax around £1,400 per year). They receive Universal Credit with the Standard Allowance only, no earnings, and have £800 in savings.
- The 25% Single Person Discount reduces the bill to £1,050
- Countable weekly income is £90 (Standard Allowance only)
- That falls in Band B1 for a single adult (£0–£126.48)
- 75% of £1,050 = £787.50 discount
- Final bill: £262.50 per year, or £21.88 per month over 12 instalments
Without applying for council tax support, this person would owe the full £1,050.

What You Need to Do
Apply directly at centralbedfordshire.gov.uk using the combined Housing Benefit and Council Tax Support form. You will need your full UC monthly statement — not a screenshot of the payment amount, but the complete breakdown showing every element, deduction, and payment date.
Report relevant changes to CBC as well as to the DWP. CBC receives some Universal Credit award data automatically through the Data Transfer Service, but do not assume that a DWP update replaces your duty to notify the council. Changes such as someone moving in or out, a change of address, or capital crossing a reporting threshold must be reported directly to [email protected].
The Central Bedfordshire Council Tax Reduction Guide includes the full UC income assessment method, all income band thresholds by family size, and a step-by-step application walkthrough.
