How to Backdate Council Tax Reduction in Tower Hamlets
If you applied for Council Tax Reduction in Tower Hamlets later than you should have, you might be able to claim for the weeks you missed. But the rules are tight for working-age applicants — one calendar month maximum, and only with proven "good cause" for the entire period.
The Backdating Limits
Working-age: maximum one calendar month from the date the council receives your written backdate request. You must demonstrate continuous good cause for the full period — not just on the day you should have claimed, but every day from then until you actually did.
Pension-age: maximum three months, automatically, without needing to prove good cause. You just need to have met the eligibility criteria throughout.
What Counts as Good Cause
The council accepts reasons that genuinely prevented you from claiming. Examples that typically qualify:
- Emergency hospitalisation where no one was available to claim on your behalf
- Severe physical or mental incapacity that prevented you from using the portal or contacting the council
- Misleading advice from a council officer — if you were told you didn't need to claim, or that UC would handle it
What does not qualify: not knowing the scheme existed, general procrastination, being busy with work, forgetting, or assuming Universal Credit covered your council tax. These are the most common reasons people apply late, and none of them meet the good cause threshold.
How to Submit a Backdate Request
Your backdate request must be in writing — a phone call does not count. In the request, cover three points:
- The specific date you want the claim backdated to
- What prevented you from claiming during the entire backdated period
- Supporting evidence (hospital discharge letter, GP letter confirming incapacity, a note of the council officer who gave wrong advice and the date)
Submit it alongside your CTR application through the online portal, or send it separately to the Benefits Service by email.

Protecting Your Claim Date
The single best thing you can do is claim as early as possible, even before you have all your documents. The council dates your claim from the day they receive it. You can upload evidence later — the claim date is locked in when you submit, not when the evidence arrives.
If you are claiming Universal Credit at the same time, tick "yes" when the DWP asks about Council Tax Reduction. This protects your CTR claim date to match your UC start date, as long as you complete the council's form within one calendar month of the UC award.
