Toronto Seniors Property Tax Relief: Cancellation, Deferral and How to Apply

Toronto runs its own property tax relief programs under the City of Toronto Act, 2006 — separate from and in addition to the provincial credits you claim on your tax return. For qualifying seniors, the city can permanently cancel your annual tax increase or defer it interest-free. Here's how both options work.

Tax Increase Cancellation Program

This is the better deal. Toronto permanently writes off the dollar increase in your municipal property taxes above a baseline year. You still pay your base taxes — but annual increases disappear.

Eligibility for 2026:

  • Age 65 or older (or 60–64 if receiving the Guaranteed Income Supplement or Spouse's Allowance)
  • Combined household income of $62,000 or less for the 2026 program year
  • Property's Current Value Assessment (CVA) of $975,000 or less

The $62,000 threshold applies for the 2026 program year. Toronto bases household income on property owners who live at the property, including a spouse; additional owners who do not reside there may be excluded with proof of non-residency.

Tax Increase Deferral Program

Eligible homeowners aged 65 or older, aged 60–64 receiving GIS or the Spouse's Allowance, or aged 50 or older receiving a registered pension or annuity can defer the annual tax increase if their combined household income is $62,000 or less. The deferred amount accumulates against the property, but Toronto charges 0% interest. The deferred balance becomes due when you sell, transfer the property, or pass away. The deferral program has no CVA limit.

This is lower than Ottawa's 5% rate; rates elsewhere vary by municipality.

Water and Solid Waste Relief

Toronto also offers Water and Solid Waste Relief Programs with percentage rebates on utility bills. Each has its own eligibility criteria.

How to Apply

Applications are submitted directly to the City of Toronto's Revenue Services division — not through your tax return or the CRA. You'll need:

  • Completed municipal application form (available from toronto.ca or 311)
  • Most recent CRA Notice of Assessment for property owners who reside at the property, including a spouse
  • Proof of age (government-issued ID)
  • Proof of property ownership
  • Utility bills (if applying for water/solid waste relief)

Deadline: The 2026 application deadline is November 2. Municipal relief generally cannot be applied retroactively after the annual tax roll closes.

Renewal: You must reapply every year. The city doesn't automatically continue your relief — income and occupancy are re-verified annually.

Stacking Toronto Relief with Provincial Credits

Toronto's programs reduce the taxes you owe going forward, while the OSHPTG and OEPTC reimburse taxes you've already paid. You can claim both. A senior who gets their 2026 tax increase cancelled by Toronto still claims the full amount they paid on their 2025 return through the provincial credits.

The practical limit: the CRA caps your OSHPTG plus OEPTC property tax component at total property taxes paid. Since Toronto cancels a current-year tax increase, check the property taxes paid in the tax year used for the provincial claim when estimating the credit.

What Toronto's Programs Don't Cover

These programs only address tax increases — they don't reduce your base property tax bill. They also don't help with MPAC assessment challenges (that's a separate process through MPAC's free Request for Reconsideration). And they're entirely separate from the provincial credits — you still need to file your ON-BEN form annually to claim the OSHPTG and OEPTC.
