Toowoomba Pensioner Rates Rebate
What Toowoomba Pensioners Receive
Toowoomba Regional Council provides pensioner rate relief through both the Queensland state subsidy and a local council concession.
The state-funded Queensland Pensioner Rate Subsidy gives eligible pensioners a 20% discount on gross council rates, capped at $200 per year. This applies across all Queensland council areas including Toowoomba.
On top of the state subsidy, Toowoomba Regional Council offers its own pensioner concession as set out in its annual Revenue Statement. For 2026/27, the council rebate is $120 per year on general rates, plus a separate $70 per year rebate on the water infrastructure charge for eligible pensioner households.
Key Rules Specific to Toowoomba
Toowoomba operates under the general Queensland local government framework (Local Government Regulation 2012), and several of its rules are worth noting:
Reporting changes: Toowoomba requires ratepayers to notify council promptly of any material change affecting concession eligibility. This includes selling the property, moving to a new address, cancellation or expiry of your concession card, and changes to the ownership structure on the title deed.
Informing Centrelink of a change does not automatically update Toowoomba council's rate records. You need to notify each separately.
Concession start date: apply before the due date on your rates or water notice to receive the pensioner discount for that rating period. Applications received after the due date are not eligible for a discount until the next rating period.
Annual renewal: once approved, you do not need to reapply each year in most cases. Toowoomba runs CCeS verification checks before each rating run. However, if your card expires and is replaced with a new Customer Reference Number, you must notify council or the automated check may fail.
Who Qualifies
The eligibility requirements follow the standard Queensland rules:
- Hold a Centrelink Pensioner Concession Card (PCC) or DVA Gold Card (including TPI, War Widow/Widower, EDA variants)
- Your name on the property title deed registered with Titles Queensland
- The property is your principal place of residence
Queensland Seniors Cards, Health Care Cards, and Commonwealth Seniors Health Cards do not qualify for the state subsidy or the council concession.

Water Is Separate Outside SEQ
Toowoomba manages its own water and sewerage billing rather than using a distributor-retailer. For 2026/27, its pensioner rebate includes $70 per year off the water infrastructure charge. The SEQ Pensioner Water Subsidy does not apply to Toowoomba.
The SEQ Pensioner Water Subsidy (up to $120/year through Urban Utilities or Unitywater) applies only within the South East Queensland water grid and does not cover Toowoomba.
What to Check on Your Rate Notice
After your concession is approved, look for the "State Rates Subsidy" credit and the council's local pensioner concession line item. Also check for the Emergency Management Levy Discount — a 20% reduction on the EML component that eligible pensioners receive automatically.
If anything is missing, contact Toowoomba Regional Council's rates team promptly. If council refuses or reduces your concession and you seek an internal review, submit a written request within 28 days of receiving the decision notice.
