Sunderland Council Tax Hardship Fund and Section 13A Relief
Sunderland's Exceptional Hardship Fund provides discretionary help when your Council Tax Reduction does not cover your full council tax liability and you face exceptional hardship.
What Section 13A Relief Is
Under Section 13A(1)(a) of the Local Government Finance Act 1992, Sunderland City Council operates an Exceptional Hardship Fund for eligible applicants. There is no statutory right to a payment; the council assesses each application and decides whether to award help and how much.
If your Band 3 award (60% discount) still leaves you unable to cover essentials, you can apply for an Exceptional Hardship Fund payment, subject to the eligibility rules below.
Who Typically Qualifies
The council looks for exceptional hardship — hardship beyond what would normally be suffered. It considers circumstances such as:
- Sudden income loss with no immediate benefit safety net (e.g., redundancy before Universal Credit kicks in)
- Medical emergencies creating unforeseen expenses that consume the household budget
- Domestic crisis such as fleeing abuse, where immediate costs outstrip available support
- Benefit delays where a claim is pending but the council tax bill is already due
The council expects applicants to check that all available discounts and reductions are in place and to seek other relevant support. The policy excludes applicants or partners with capital of £3,000 or more.
If your Council Tax Reduction claim was refused, you can apply to the fund within one month of receiving the decision. You must show exceptional circumstances beyond the income or capital reason for the refusal.
How to Apply
Submit a Council Tax Reduction Exceptional Hardship Fund application through Sunderland City Council's website. The form asks you to lay out your household income and expenditure in detail, explain the exceptional circumstances causing hardship, and attach supporting evidence (benefit decision letters, medical documentation, termination notices).
The most effective applications present a clear financial picture: total monthly income, total essential outgoings (rent/mortgage, utilities, food, travel to work, childcare), and the shortfall that makes council tax unaffordable. Vague statements about being "in financial difficulty" without figures are less likely to succeed.

Lightning Reach Financial Support Portal
Sunderland City Council partners with Lightning Reach, a digital portal that connects residents with third-party grant schemes and hardship support beyond council tax relief. The portal screens your circumstances against multiple funding sources — charitable trusts, utility company hardship funds, and emergency grants — that you might not know exist.
Access Lightning Reach through the council's website or directly at lightningreach.org. It's free to use and may surface support that reduces overall financial pressure, making the council tax bill more manageable even without Section 13A.
What Happens After You Apply
The council reviews your application and supporting documents, then issues a written decision. There's no fixed processing time — it depends on caseload and complexity. If approved, the relief is applied directly to your council tax account, reducing or eliminating the outstanding balance.
If refused, you can appeal under Sunderland's Exceptional Hardship Fund policy. A different council officer reviews the decision and should respond within 14 days or as soon as practicable. Further appeals can be made to the Valuation Tribunals Service.
