Sheffield Council Tax Refund, Direct Debit, and Payment Options
When You're Owed a Refund
A credit balance builds on your council tax account when you've paid more than you owe. Common causes:
- A successful Council Tax Support (CTS) claim that's backdated, creating credits against months you've already paid
- Moving out of Sheffield mid-year after overpaying instalments
- A band reduction after a successful VOA challenge, sometimes backdated years
- A discount or exemption applied retrospectively (Single Person Discount you didn't claim earlier, student exemption, Severe Mental Impairment disregard)
Sheffield City Council doesn't automatically refund credit balances. The council first applies any credit against outstanding council tax arrears from previous financial years. Only if no arrears exist can you request a cash refund.
To request a refund of a genuine credit balance, contact Sheffield's Council Tax team through the council tax online portal or by phone on 0114 273 6633. Refunds are paid by bank transfer — have your account details ready.
One important distinction: a CTS award is not a cash payment. Council Tax Support is applied as a discount to your account, reducing your bill. It doesn't generate a refund unless the discount creates a credit on an account where you've already overpaid.
Setting Up or Changing Your Direct Debit
Direct debit is the standard payment method for Sheffield council tax. You can set it up, amend the account details, or change the collection date through Sheffield City Council's online council tax portal.
The default schedule collects over 10 months (April to January), leaving February and March payment-free. If you'd prefer smaller monthly amounts spread across the full year, you can request 12-month instalments instead. This doesn't reduce your total bill — it just divides it into 12 smaller payments rather than 10.
If your CTS award changes mid-year (because your income or circumstances changed), Sheffield automatically recalculates your remaining instalments. You'll receive a revised bill showing the new monthly figure, and your direct debit adjusts accordingly. For variable earners on Universal Credit, this can happen several times a year as monthly UC reassessments trigger CTS recalculations.
Other Payment Methods
If direct debit doesn't work for you, Sheffield accepts payment by:
- Online through the council's payment portal (debit card)
- Telephone on the automated payment line
- Standing order from your bank (you control the payment date, but need to update the amount manually if your bill changes)
- PayPoint at local shops and newsagents displaying the PayPoint logo (you'll need your council tax payment card or barcode)
Whichever method you use, make sure your payments match the amounts on your current demand notice. If your bill has been revised (because of a CTS change, for example), the old instalment amount will leave you short.

What Happens if You Miss a Payment
Missing one instalment triggers a reminder notice giving you 7 days to pay. If you catch up, the instalment plan continues.
Sheffield says a third missed payment triggers a final notice, which could mean losing the right to pay by monthly instalments and being asked to pay the full year's Council Tax immediately. Non-payment can then lead to a court summons, when costs are added.
If you're struggling because your income has dropped, check whether you qualify for Council Tax Support before falling behind. A CTS claim reduces your ongoing liability and, if backdated, can create credits against the current year.
Council Tax and CTS After a Backdated Claim
When Sheffield awards backdated CTS, the process works like this:
- The council recalculates your liability for the backdated period with the CTS discount applied
- The difference between what you paid and what you should have paid appears as a credit
- That credit is set against any remaining instalments for the current year
- If a net credit remains after the current year's balance is satisfied, it offsets arrears from previous years
- If no arrears exist, you can request a cash refund
For working-age claimants, backdating is limited to 6 months before your request date, and you must demonstrate continuous "good cause" for the late claim. In exceptional circumstances, the council may consider a period back to 1 April of the current financial year. Pension-age claimants can have claims backdated by up to 3 months automatically.
The Sheffield Council Tax Reduction guide includes a backdating evidence planner that helps structure your "good cause" statement and timeline if you need to claim for a period you missed.
