Self-Employed Council Tax Support in Nottingham and the Minimum Income Floor

Nottingham Assumes You Earn More Than You Might

If you are self-employed and claim Council Tax Support in Nottingham, the council does not necessarily assess your award based on what you actually earn. After your first 12 months of self-employment, Nottingham applies a Minimum Income Floor (MIF) that assumes you earn at least the National Minimum Wage for your expected working hours — regardless of whether your business makes that much.

This directly mirrors how Universal Credit treats self-employed claimants, and the result is the same: if your actual self-employed income is below the MIF, the council uses the assumed figure instead. Your Council Tax Support award is calculated on earnings you may not actually have.

The 12-Month Grace Period

For your first year of self-employment, Nottingham assesses Council Tax Support based on your actual declared net profit. This grace period recognises that new businesses take time to become profitable and that early-stage income is often minimal.

Once 12 months of continuous self-employment have passed, the MIF kicks in. The threshold is calculated using the applicable National Minimum Wage and your expected weekly working hours. For someone expected to work 35 hours per week, the floor is based on that rate and those hours even if actual weekly profit is lower.

The MIF applies to both you and your partner if both are self-employed. Each person's floor is calculated separately based on their own expected hours.

How This Affects Your Award

The higher assumed income feeds into the means test. The means test compares your income against your applicable amount (needs threshold) and tapers your support based on the excess. A higher income figure means a bigger excess, which means less support.

In practical terms, if your actual self-employed income is below the MIF, the assumed figure is used in the means test and can reduce your Council Tax Support award even though your actual income has not changed.

If your MIF-assessed income pushes your calculated support below £5 per week, you receive nothing. The £5 minimum award floor means there is no gradual taper to zero — the award simply vanishes.

What You Can Do

If you believe the MIF is being applied incorrectly — for example, the council has the wrong start date for your self-employment, or you have evidence of circumstances that should exempt you from the floor — challenge the assessment through the internal review process. The Valuation Tribunal can also examine whether the MIF has been applied correctly.

Keep detailed records of your business income and expenses. Quarterly profit and loss accounts, bank statements for your business account, and tax returns all strengthen your position if the council's assumed figure does not reflect your situation.

The Nottingham Council Tax Reduction guide explains the MIF calculation step by step, including how it interacts with Universal Credit's own MIF and what happens when your self-employed income fluctuates month to month.
