Self-Employed Council Tax Support in Wakefield: The Minimum Income Floor

What the Minimum Income Floor Means for You

If you've been self-employed for more than 12 months, Wakefield Council applies a Minimum Income Floor (MIF) when calculating your Council Tax Support. The MIF assumes you earn the equivalent of 35 hours per week at the National Minimum Wage, minus standard tax and National Insurance deductions — regardless of what your business actually brings in.

For the 2026/27 financial year, the National Living Wage for someone aged 21 or over is £12.71 per hour. At 35 hours, that's £444.85 per week gross. Wakefield then deducts standard tax and National Insurance to calculate the assessed MIF. If that assessed weekly income is above £285, it is above the scheme's highest income band and gives no CTS award.

When the MIF Kicks In

The 12-month trigger is critical. If your business has been operating for less than a year, Wakefield assesses you on your actual declared net self-employed earnings. You'd provide business accounts, bank statements, and a breakdown of income and expenses.

Once you pass the 12-month mark, the MIF applies automatically. If your actual net weekly earnings are higher than the MIF, the council uses your actual figures. If they're lower, the MIF substitutes in.

This mirrors the Universal Credit MIF that many self-employed UC claimants already deal with — but applied at the local level to the Council Tax Support calculation.

How Self-Employed Income Is Calculated

For the CTS assessment, self-employed income is calculated as:

  • Gross business turnover
  • Minus allowable business expenses (rent, materials, travel, insurance)
  • Minus income tax
  • Minus National Insurance contributions
  • Equals net self-employed earnings

If this figure falls below the MIF and you've been trading for over 12 months, the MIF amount is used instead.

The evidence requirements are more demanding than for employed applicants. Wakefield will typically ask for:

  • Audited accounts or a recent tax calculation (SA302)
  • Business bank statements
  • Records of business income and expenditure

What If Your Business Is Genuinely Struggling?

The MIF doesn't account for seasonal businesses, startup phases beyond 12 months, or periods where work dries up. If your actual earnings are significantly below the MIF because of circumstances beyond your control, the assumed income can feel punitive.

There are limited options: if you're still within the first 12 months of trading, you're assessed on actuals. If you've ceased trading entirely and can evidence that (deregistration, no business activity), you'd be assessed as unemployed on your actual income.

For ongoing businesses earning below the MIF, you can ask the council about discretionary relief under Section 13A. The 2026/27 Local Welfare Provision fund supports cases where an existing CTS award is insufficient; if the MIF leaves you with no CTS award, ask the council whether another form of help is available rather than assuming this fund applies.

Self-Employment Plus UC

If you're self-employed and receiving Universal Credit, remember that your UC payment is fully disregarded in the CTS assessment. Only your net self-employed earnings (or the MIF, whichever is higher) count as non-DWP income.

The council receives data from the DWP about your UC claim, but self-employed earnings often need separate verification through the documents listed above.
