Sefton Council Tax 16 Percent Minimum Payment Explained

If you've applied for Council Tax Reduction in Sefton and still got a bill, that's not an error. Sefton Council caps the standard working-age Council Tax Reduction award at 84% of your net liability. The remaining 16% is normally yours to pay, regardless of your income, though an Exceptional Hardship Fund award or qualifying care-leaver reduction can lower the bill further.

Where the 16% Rule Comes From

When the national Council Tax Benefit was abolished in 2013, each English council designed its own local replacement for working-age residents. Sefton initially set its minimum contribution at 20%, then reduced it to 16% in 2016/17. That 16% floor has stayed in place through 2026/27, and the council's latest scheme review didn't change it.

Pensioners are protected by national regulations and can receive up to 100% reduction. The 16% rule applies only to working-age claimants.

What 16% Actually Costs

The 16% minimum is calculated on your net Council Tax liability — that's the bill after any statutory discounts (like the 25% Single Person Discount) have been applied.

For 2026/27 Sefton Band charges:

Band Annual Charge After 25% SPD 16% Minimum (with SPD) 16% Minimum (no SPD)
A £1,722.15 £1,291.61 £206.66/yr £275.54/yr
B £2,009.17 £1,506.88 £241.10/yr £321.47/yr
C £2,279.76 £1,709.82 £273.57/yr £364.76/yr
D £2,583.22 £1,937.42 £309.99/yr £413.32/yr

On a 12-month payment plan, a Band C resident living alone pays about £22.80 per month as their irreducible minimum.

Why Some People Pay More Than 16%

The 16% is the floor, not a fixed rate. You only get the full 84% reduction if your income is at or below the applicable amount. Once your earnings exceed that threshold, the 20p-per-pound taper reduces your award, and your actual bill climbs above 16%.

If non-dependant adults live in your household (adult children, relatives), their presence triggers fixed weekly deductions that also push your bill above the 16% minimum.

What If You Can't Afford the 16%

Sefton operates an Exceptional Hardship Fund specifically for working-age residents who can't cover the 16% minimum. It's a discretionary fund under Section 13A(1)(c) of the Local Government Finance Act 1992, and it works as a direct reduction on your Council Tax bill — no cash payment.

To apply, you need to show you've already maximised your income, cut non-essential spending, and applied for every discount you're entitled to. The application is online at forms.sefton.gov.uk/dhpehpform.

You can also request a switch from 10-month to 12-month payments, which spreads the bill across the full year and lowers each monthly instalment.
