Sandwell Council Tax Reduction for Pensioners — How Pension-Age Rules Differ

Two Completely Different Schemes

Sandwell runs two Council Tax Reduction schemes side by side. If you've reached State Pension Credit qualifying age (currently 66), you're assessed under the national prescribed scheme set by Parliament. If you're working-age, you fall under Sandwell's local scheme with its own rules.

The difference matters enormously. The national pension-age scheme is more generous on almost every measure. Here's what changes once you cross the pension-age threshold:

Capital limit: £16,000 vs £3,000. Working-age claimants in Sandwell are disqualified if their savings exceed £3,000. Pension-age claimants can hold up to £16,000 in capital and still qualify. If you receive Guarantee Pension Credit, the capital limit is removed entirely — your savings don't count at all.

No 85% cap. Working-age households in Sandwell can receive a maximum of 85% reduction, leaving a mandatory 15% minimum payment. The pension-age scheme has no such cap — you can receive up to 100% reduction if your income is low enough.

No Band B restriction. Working-age claimants in higher-banded properties have their eligible liability capped at the Band B rate. Pension-age claimants are assessed on their actual property band, so a pensioner in a Band D property gets reduction calculated on the full Band D charge.

How Pension-Age CTR Is Calculated

Instead of Sandwell's income-banded grid, the national scheme uses a means test with an "applicable amount" — a figure based on your household circumstances — compared against your income. If your income is at or below the applicable amount, you get maximum CTR (potentially 100%). If it's above, a taper reduces the award by 20p for every £1 of excess income.

The income calculation disregards many disability benefits, including Attendance Allowance, PIP, and DLA. It also disregards the first £10 of certain War Pension income; other income is assessed under the national scheme's means test. Guarantee Pension Credit acts as a passport to maximum CTR — if you receive it, you qualify for the highest reduction without further income testing.

Mixed-Age Couples

If one partner is pension-age and the other is working-age, the household is classified as working-age for CTR purposes if it receives Universal Credit. This means the couple falls under Sandwell's local rules — the £3,000 capital limit, the 85% cap, and the Band B restriction all apply.

The only exception is mixed-age couples who maintained continuous entitlement to State Pension Credit under transitional protection before the rules changed. If that applies to you, you're assessed under the pension-age scheme instead.

This classification catches some couples off guard. Reaching 66 doesn't automatically move you to the more generous scheme if your younger partner's UC claim keeps the household in the working-age category.

Pension Credit: The Key to Maximum Reduction

If you're pension-age and not already claiming Pension Credit, it's worth checking your entitlement. Guarantee Pension Credit tops up your weekly income to a minimum level (currently £238 for a single person, £363.25 for a couple in 2026/27). Receiving it passports you to maximum Council Tax Reduction and removes the capital limit.

Pension Credit is administered by the DWP, not the council. You apply through the Pension Credit claim line on 0800 99 1234 or online at gov.uk. It's a separate claim from CTR — qualifying for one doesn't automatically trigger the other.

Applying for Pension-Age CTR in Sandwell

The application route is the same regardless of age: apply online at www.sandwell.gov.uk/claimctr or through MySandwell at my.sandwell.gov.uk, or call 0121 569 7474. The form captures your age and routes you to the correct scheme.

Pension-age backdating is also more generous: claims can be backdated up to three months automatically, without needing to demonstrate "good cause." Working-age claimants can request backdating for up to six months and must show good cause throughout the requested period.

Our Sandwell Council Tax Reduction guide covers the working-age scheme in detail and explains exactly where the pension-age handoff happens, so you know which set of rules applies to your household.
